In his presentation, Wahyu said, SOEs have an important role in national development, both because of their contribution to the national economy in general and to state finances in particular and in the context of implementing public benefits.
These two roles continue to be carried out by SOEs in the context of implementing the goals of SOEs as stipulated in Law Number 19 of 2003 concerning State-Owned Enterprises as amended by Law Number 11 of 2020 concerning Job Creation (BUMN Law).
According to Wahyu, as an effort to increase its role, BUMN has carried out a transformation that originally had many forms of business activities to become more efficient and focused in carrying out its business activities. The transformation process is carried out through SOE holdings (divided according to the classification of business activities) which are listed on five pillars covering contribution to economic and social value, promoting business model innovation, achieving technological leadership, encouraging increased investment, and implementing talent development in sustainable development.
The real evidence of the impact of the transformation of SOEs to realize the welfare of the community can be seen from the contribution of SOEs to the state. This is especially the case with contributions related to state revenues, which are increasing every year.
"In the last three years, the contribution of SOEs has reached approximately Rp. 1200 trillion consisting of tax deposits and non-tax state revenues ("PNBP"), including those from dividends and profit sharing," he said.
In addition to the contribution to the state, Wahyu said, the role of SOEs was enhanced through the establishment of new business models such as Islamic banking, mergers of several SOEs, and integration of ultra-micro holdings aimed at advancing Small, Micro, and Medium Enterprises (MSMEs).
In terms of implementing public benefits, the role of SOEs has become increasingly strategic in recent times, especially in the context of economic recovery during the COVID-19 pandemic. In addition, SOEs play a role in accelerating infrastructure development in various remote areas so as to provide added value to the community.
Wahyu further stated that along with the transformation process, SOEs are faced with various challenges and obstacles related to strategic legal issues that have received attention from various stakeholders and have an impact on the wider community. Some of the strategic legal issues referred to include legal issues that occur in several SOEs.
In connection with the challenges and obstacles referred to, continued Wahyu, it is necessary to consolidate the legal functions of SOEs in improving their competencies and capabilities. This aims to support and oversee the ongoing transformation of BUMN as well as to prevent and resolve various challenges and obstacles to legal issues of BUMN, both those that have occurred now and those that have the potential to occur in the future.
"The consolidation of the legal functions of SOEs is also important as a means of sharing lessons so that similar strategic legal issues do not occur in other SOEs," he said.
To note, the Road to SOE Legal Summit 2022, which involves SOE legal personnel and law students from selected state universities in Indonesia, is part of a series of holding SOE Legal Summit 2022. SOE Legal Summit 2022 is an event that is planned to be attended by all SOE legal personnel. and SOE Subsidiaries.
