Khofifah's Strategy To Relieve The Conflict Of The Residents Of Jember And Banyuwangi
SURABAYA - The resolution of the conflict between the residents of Baban Timur Hamlet, Mulyorejo Village, Jember and the residents of Banyuanyarm Village Banyuwangi, has come to light.
East Java Governor Khofifah Indar Parawansa admitted that he had prepared a permanent solution for them, one of which was preparing data related to the status of land ownership and ownership of coffee plantations that were being contested.
"The East Java Forestry Service, I ask for immediate technical coordination with KPH Jember in order to collect data by name by address by land, and immediately make a cooperation agreement to ensure the certainty of the relationship between farmers and Perum Perhutani. Because at this time there is no social forestry while the social forestry application process is being submitted. to the Ministry of Environment and Forestry," said Khofifah, Wednesday, August 10.
It is hoped that this effort will provide great benefits and legal certainty for the land user community. Moreover, this year the province of East Java received a quota of 500,000 hectares of forest area to be used for social forestry.
"Because the root of the problem turns out to be the ownership of the coffee plantation. What often happens is a conflict of interest when harvesting coffee, there are residents who do not manage the garden and participate in harvesting the coffee plantation," he said.
With this solution, Khofifah is sure that it will bring benefits to the community. Both residents of Jember Regency and residents of Banyuwangi Regency.
"So it is important for Perhutani to immediately withdraw data and maps where the legality of land use is through HGU certificates or other ownership rights that can provide legal certainty. Meanwhile, they can use agreements while processing social forestry status to the Ministry of Environment and Forestry," he said.
According to Khofifah, the residents' enmity was due to indications of thuggery from the conflict that arose. This condition must be stopped immediately so that it does not become unrest between the two regions. "Because what causes unrest there is the presence of thuggery which often appears during the harvest season. The potential for thuggery often appears in the harvest season," he said.
Khofifah emphasized that the regents of the two regions together with Forkopimda and Forkopimcam from both regions could permanently stop thuggery.
Khofifah also advised the Jember Regency Government to provide good infrastructure access to and from Mulyorejo Village, Silo District. Because access to a steep location requires infrastructure so that it can be reached more easily in the future.
After the agreement is reached, Perhutani will later confirm the status of land ownership and then it can be submitted for inclusion in the social forestry area. Khofifah is optimistic that in the future there will be no more conflicts that arise in both Jember and Banyuwangi.
"Alhamdulillah, both parties have agreed to maintain the conduciveness of the region, and both parties also agree that in the future deliberation and consensus will be prioritized in resolving problems. So that in the future there will be no conflict," he said.
