After Being Highlighted By The DPRD Because The TPP Was Not Liquid For 2 Months, Now The ASN Of The Surabaya City Government Is Breathing A Sigh Of Relief

SURABAYA - Additional Employee Income (TPP) which is usually given routinely to the State Civil Apparatus (ASN), was delayed by two months. The TPP for February and March has not yet been disbursed, making a number of Surabaya City Government ASN (Pemkot) restless.

The delay in giving the TPP is not only felt by ASN in the Surabaya City Government, but also by ASN throughout Indonesia. The delay in the approval of the TPP was due to changes in regulations and policies set by the Central Government in 2022.

The Regional Secretary for the City of Surabaya, Hendro Gunawan, said that there are several conditions that must be met so that the TPP can be immediately disbursed. The mechanism starts from submitting validation and determining the results of the job evaluation to the Ministry of Administrative Reform and Bureaucratic Reform (Kemenpan RB).

"Furthermore, the application for TPP approval for Fiscal Year 2022 is through the SIPD application and data input is carried out through the SIMONA (Sector Monitoring and Evaluation Information System) application, Ministry of Home Affairs (Kemendagri)," said Hendro, in Surabaya, Wednesday, March 16.

After that, the Organizational Bureau of the Ministry of Home Affairs will issue a data validation letter, if it is declared appropriate and will be sent to the Director General of Regional Finance of the Ministry of Home Affairs. Furthermore, the regional/municipal government must also make a request regarding the use of the budget through the Regional Development Information System (SIPD).

"After that, the Director General of Regional Finance at the Ministry of Home Affairs sent it to the Ministry of Finance for consideration before issuing a letter of approval for the granting of the TPP," he said.

Hendro explained, currently the Surabaya City Government (Pemkot) has received validation, the determination of the results of the job evaluation from the Ministry of Administrative Reform and Bureaucratic Reform.

The determination is based on a letter from the Kemenpan RB Number: B/910/M.SM.04.00/2021 Date: August 24, 2021 Subject: Approval of Determination of Position Evaluation Results within the Surabaya City Government. And letter Number : B/49/M.SM.04.00/2022 Date : January 27, 2022 Subject : Approval of Determination of Changes in Position Evaluation Results within the Surabaya City Government.

Hendro explained that previously the Surabaya City Government had submitted an application for approval of the TPP for Fiscal Year 2022, through the SIPD application with letter number 841/3032/436.2.2/2022 on February 21, 2022.

"The letter was sent directly to the Minister of Home Affairs, the Directorate General of Regional Finance and the Head of the Organization and Administration Bureau. The criteria for granting the TPP for the Surabaya City Government ASN include the TPP for Workload, TPP for Working Conditions, TPP for Work Performance and TPP for Other Objective Considerations," he said.

Hendro added that currently the Surabaya City Government has received a Validation Letter on the Distribution of ASN TPP, in Phase 5 Regional Governments. The letter was obtained after fulfilling the documents for completing the application and TPP approval through the http://simona.kemendagri.go.id application.

Of course, continued Hendro, having received this validation makes ASN in the scope of the Surabaya City Government relieved. He hopes that after this approval from the Head of the Organization and Administration Bureau will be received immediately, so that the TPP disbursement can be disbursed.

"Currently, the Surabaya City Government is waiting for consideration of the TPP application from the Ministry of Finance. Furthermore, the City Government will obtain an Approval Letter for the Provision of TPP from the Director General of Regional Finance of the Ministry of Home Affairs which will be used as the basis for disbursing the TPP for the 2022 fiscal year," he said.
