The Corruption Eradication Commission (KPK) examines the suspect Muara Warin Angin (MR) from the private sector/contractor at the KPK Building, Jakarta, Friday, February 25 during an investigation into a corruption case related to the 2020-2022 procurement of goods and services in Langkat Regency, North Sumatra.
"Examined his position as a suspect. The investigative team confirmed, among other things, the agreement to give a sum of money to the TRP suspect because the suspect MR was won to work on a project at the Langkat Regency Government," said Acting KPK spokesman Ali Fikri, quoted from ANTARA, Saturday, February 26.
In addition, the KPK on Friday, February 25 also summoned one witness for the suspect Terbit, namely Muhamad Yusuf Kaban as an entrepreneur. However, the person concerned did not answer the call without confirmation.
"It was obtained information that the person concerned was absent and without confirmation of the reason for his absence. The KPK reminded him to fulfill the summons of the investigation team at the next schedule," said Ali.
The KPK has named six suspects in the case. As recipients, namely the Terbit Wind War Plan (TRP), Iskandar PA (ISK) as the Village Head of Balai Kasih who is also Terbit's brother, and three private parties/contractors respectively Marcos Surya Abdi (MSA), Shuhanda Citra (SC), and Isfi Syahfitra (IS). While as a giver, namely Muara Warin Angin (MR).
In the construction of the case, the KPK explained that around 2020 until now, Terbit as the Regent of Langkat for the 2019-2024 period together with Iskandar was suspected of making arrangements in the implementation of the infrastructure work project package in Langkat Regency.
In making these arrangements, Terbit ordered Sujarno as Acting Head of PUPR District of Langkat Regency and Suhardi as Head of the Procurement of Goods and Services to actively coordinate with Iskandar as Terbit's representative regarding the selection of which partners will be appointed as winners of the project work package at the PUPR Office and Education authorities.
The KPK said that in order to be the winner of the work project package, it was suspected that there was a request for a "fee" percentage by Terbit through Iskandar with a percentage value of 15 percent of the project value for work packages through the auction stage and a percentage value of 16.5 percent of the project value for direct appointment packages.
Furthermore, one of the partners selected and won to work on the project in the two services was the suspect Muara using several company flags and the total value of the project package being carried out was Rp. 4.3 billion.
Apart from being carried out by partners, there are also several projects carried out by Terbit through Iskandar's company.
Muara's "fee" was allegedly made in cash in the amount of around Rp. 786 million which was received through the intermediary of Marcos, Shuhanda, and Isfi to be then given to Iskandar and forwarded again to Terbit.
The KPK suspects that in receiving and managing fees from various projects in Langkat Regency, Terbit used trusted people, namely Iskandar, Marcos, Shuhanda, and Isfi.
The KPK also suspects that there have been many other receipts by Terbit through Iskandar from various partners and this will be further investigated by the investigative team.
