Here Are The Level 3 PPKM Rules Applied In Greater Jakarta, Bali, DIY, And Greater Bandung
JAKARTA - Minister of Home Affairs Tito Karnavian issued Instruction of the Minister of Home Affairs (Inmendagri) Number 09 of 2022 concerning PPKM Level 3, Level 2, and Level 1 COVID-19 in the Java and Bali Regions.
During the implementation of PPKM from 8 to 14 February 2022, the Jabodetabek agglomeration area was tightened to become PPKM Level 3, namely DKI Jakarta, Tangerang City, Tangerang Regency, South Tangerang City, Bogor City, Depok City, Bekasi Regency, Bekasi City and Bogor Regency.
In addition to Jabodetabek, the Greater Bandung area which includes Bandung City, Bandung Regency, Cimahi City, and West Bandung Regency, as well as the Special Region of Yogyakarta and Bali is also included in PPKM Level 3.
The following are activity rules for regions that apply PPKM Level 3:
a. implementation of learning in education units can be done through limited face-to-face learning and/or distance learning based on a Joint Decree of the Minister of Education and Culture, Research and Technology, Minister of Religion, Minister of Health and Minister of Home Affairs Number 05/KB/2021, Number 1347 of 2021 , Number HK.01.08/MENKES/ 6678/2021, Number 443-5847 of 2021 concerning Guidelines for the Implementation of Learning during the Pandemic Coronavirus Disease 2019 (COVID-19);
b. implementation of activities in the non-essential sector applies 25 percent WFO for employees who have been vaccinated and are required to use the PeduliLindung application at the entrance and exit of the workplace;

d. the people's market that sells non-daily necessities can operate with a maximum capacity of 60 percent and operating hours up to 20.00 local time; e. street vendors, grocery stores, voucher agents/outlets, barbershops/barbershops, laundries, hawkers, small workshops, vehicle washes, etc. are allowed to open with strict health protocols up to 21.00 local time with the technical arrangements being regulated by local government;
f. implementation of eating/drinking activities in public places: 1) food stalls/warteg, street vendors, hawker stalls and the like are allowed to open with strict health protocols until 21.00 local time with a maximum of 60 percent of visitors eating food and a maximum meal time of 60 minutes whose technical arrangements are regulated by the local government; 2) restaurants/restaurants, cafes with locations located in buildings/shops or open areas, both in separate locations and located in shopping centers/malls, are permitted to open with the following conditions: a ) with a strict health protocol until 21.00 local time; b) with a maximum capacity of 60 percent; c) one table for a maximum of 2 people; d) a maximum meal time of 60 minutes; e) must use the PeduliLindung application to screen all visitors and employees and only visitors with the green category in the PeduliLindung application may enter unless they cannot be vaccinated due to health reasons, 3) restaurants/restaurants, cafes with operating hours starting at night can operate with the following conditions: a) with strict health protocols and operating hours from 18.00 to a maximum of 00.00 local time; c) one table a maximum of 2 people; d) a maximum meal time of 60 minutes; e) must use the PeduliLindung application to screen all visitors and employees and only visitors with the green category in the PeduliLindung application may enter unless they cannot be vaccinated for health reasons, 4) technical arrangements number 1) to number 3) is regulated by the local government, g. activities at shopping centers/malls/trade centers are opened with the following provisions: 1) maximum capacity of 60 percent and operating hours until 21.00 local time with due observance of the provisions in letter c.4) and letter f.2) and carried out with the implementation of health protocols that regulated by the Ministry of Trade; 2) mandatory to use the PeduliLindung application to screen all visitors and employees of related shopping centers/malls/trade centers and only visitors with the green category in the PeduliLindung application are allowed to enter unless they cannot be vaccinated for health reasons;3) children under 12 (twelve) years old must be accompanied by parents and show proof of at least the first dose of vaccination; 4) children's playgrounds and entertainment venues in shopping centers/malls/trade centers can be opened with a maximum capacity of 35 percent provided that they show proof of complete vaccination for each child who enters;5) Cinemas can operate operations with the following conditions: 1) must use the PeduliLindung application to screen all visitors and employees; 2) a maximum capacity of 50 percent and only visitors with green and yellow categories in PeduliLindungi may enter; 3) children under 12 years old are allowed enter with the condition that they are accompanied by parents and show proof of vaccination at least the first dose; 4) restaurants/restaurants and cafes within the cinema area are allowed to accept dine-in with a maximum capacity of 50 percent and a maximum meal time of 60 minutes; and 5) following the health protocols regulated by the Ministry of Tourism and Creative Economy, and the Ministry of Health, h. implementation of construction activities for public infrastructure and private construction operates at 100 percent and non-public infrastructure construction is permitted a maximum of 50 percent of maximum capacity by implementing more stringent health protocols;

k. public facilities (public areas, public parks, public tourist attractions and other public areas) are allowed to open with a maximum capacity of 25 percent by implementing: 1) following the health protocols regulated by the Ministry of Health and/or related ministries/agencies; 2) mandatory use of the application PeduliLindung to screen all visitors and employees and only visitors with the Green category in the PeduliLindung application who are allowed to enter unless they cannot be vaccinated for health reasons; 3) children under 12 years old are allowed to enter tourist attractions that have used the PeduliLindung application on condition that they are accompanied by someone old; and 4) odd-even application along the road to and from tourist sites starting from Friday at 12.00 to Sunday at 18.00 local time,
k. arts, culture, sports and social activities (locations of art, culture, sports facilities and social activities that can cause crowds and crowds) are allowed to open with a maximum capacity of 25 percent by implementing more stringent health protocols and are required to use the PeduliLindung application and only visitors with the green category in the PeduliLindung application, unless it cannot be vaccinated for health reasons;
l. activities in the fitness center/gym are allowed to open with a maximum capacity of 25 percent by implementing stricter health protocols and must use the PeduliLindung application and only visitors with the green category in the PeduliLindung application, unless they cannot be vaccinated for health reasons;
m. public transportation (public vehicles, mass transportation, taxis (conventional and online) and rental/rental vehicles) is enforced with a maximum capacity setting of 70 percent and 100 percent for aircraft by implementing stricter health protocols;
n. the implementation of the wedding reception can be held with a maximum of 25 percent of the room capacity and not holding a meal on the spot;
o. requirements for domestic travel using private cars, motorbikes and long-distance public transportation (airplanes, buses, ships and trains) in accordance with the provisions stipulated by the National COVID-19 Task Force;
p. continue to wear a mask correctly and consistently when carrying out activities outside the home and it is not permitted to use a face shield without wearing a mask; and
q. The implementation of PPKM at the RT/RW, village/kelurahan and sub-district levels is still enforced by activating posts at each level by looking at the zoning criteria for regional control.
