He stated that the rules would be made different from passenger transportation services because they have different business and operational characteristics.

"The delivery of people and the delivery of goods have different business characteristics. Therefore, the derivative regulation must also be structured differently in order to provide certainty, but not hinder the innovation that is developing in the industry," said Nezar in an official statement.

This regulation is formulated with a mechanism for calculating the cost of delivery services for goods that cannot be equated with passenger transportation.

According to Nezar, the delivery of goods and food has more complex business components, such as waiting time, dimensions of goods, there are different service characteristics.

"Therefore, the regulatory mechanism must also take into account the operational reality in the field," he continued.

Nezar revealed that the government had completed discussing the main substance of the regulation with related ministries and agencies. Currently, the discussion is entering the finalization stage, including the preparation of derivative rules that will regulate the delivery of goods and food services.

"The draft is almost complete. There are only a few definitions and the preparation of derivative rules, especially those related to delivery services for goods and food," he explained.

He assessed that the digital trading ecosystem needed to have more accurate dimensional and weight information standards so that drivers did not receive cargo that exceeded the capacity of the vehicle.

The government is also committed to involving all stakeholders so that the resulting regulations are able to create a healthy, competitive, and sustainable digital delivery service ecosystem.
