JAKARTA - The Ministry of Communication and Digital has completed the Coordination Meeting for the Implementation of Government Regulation Number 17 of 2025 concerning the Governance of Electronic System Providers in Child Protection (PP TUNAS) with six related Ministries.
The six ministries include the Ministry of Home Affairs, the Ministry of Basic and Secondary Education, the Ministry of Empowerment of Women and Child Protection, the Ministry of Religion, and the Ministry of Population and Family Development.
According to the Minister of Communication and Information, Meutya Hafid, this agreement was carried out to accelerate the implementation of the PP TUNAS, because Indonesia faces a major challenge because the number of children under 16 years of age reaches around 70 million people.

Meutya emphasized that the implementation of PP Tunas requires the support of all parties, including parents, schools, local governments, and the community, so that child protection in the digital space can run optimally.
In the initial phase, the government will focus on eight digital platforms that are considered to have a high risk of child protection in the digital space, including YouTube, TikTok, Facebook, Instagram, Threads, X (formerly Twitter), Bigo Live, Roblox.
However, Meutya said that other platforms would follow along with the implementation process of the rules, by looking at the risk indicators contained in Minister's Regulation Number 9 of 2026 derived from PP TUNAS.
"Yesterday, the 8 PSEs that have been mentioned are the initial stage. In the next stages, we will evaluate other PSEs as well by looking at risk indicators in accordance with the Decree," said Meutya.
The indicators include the potential for children to interact with unknown people, the possibility of exposure to harmful content, the potential for exploiting children as consumers in the digital ecosystem, the security and protection of children's personal data, and the risk of causing addiction to the use of digital services (addiction).
"This means that even if the content is not wrong but there is addiction, the algorithm that makes the addiction high then he immediately enters the high risk realm," he concluded.
The Minister of Communication and Information, Meutya, emphasized that the implementation of PP TUNAS and its derivatives will be effective starting March 28, exactly one year after the PP was signed by President Prabowo Subianto.
