Italy Requires Pornography Sites To Implement Age Verification Starting November 12

JAKARTA - The Italian Communications Authority (Autoritates) per le Garanzie nelle Comunicazioni or AGCOM has officially set rules requiring sites and platforms that spread pornographic content, to implement an age verification system starting November 12, 2025.

This policy is contained in Article 13-bis Decreto Caivano (dl123/2023) as well as AGCOM Implementing Regulation Number 96/25/CONS, and confirms that every adult content provider must ensure that users accessing this material are over the specified legal limit.

These parties are required to implement an age verification system (age verification) to be able to continue spreading their content in this country," AGCOM wrote in an announcement on its official website.

The agency also stressed that the implementation of this age verification system will be an absolute requirement for pornographic sites to continue to operate in Italian territory.

The list of sites and platforms included in this obligation has been officially published by AGCOM. The site's initial list includes about 50 sites, including Pornhub, XHamster, and OnlyFans.

"The main goal of this step is to protect minors from exposure to pornographic content and uphold the principles of digital security in online spaces," AGCOM wrote in a statement.

AGCOM also warns that those who do not comply with this obligation will be subject to strict sanctions. If after receiving the warning it still does not meet the provisions, content providers can be fined up to 250,000 euros (Rp4.8 billion) and potentially blocked access in Italy.
