JAKARTA - The Ministry of Communication and Digital Affairs sent a Third Warning Letter to the Operator of theUser-Generalized Content Electronic System (PSE UGC) X Corp. because it has not fulfilled the obligations to pay the administrative fines that have been set previously.

The third warning letter was sent on October 8, 2025 by Komdigi to Platform X through the official communication line provided by Platform X.

"Administrative fines were first imposed when the Second Warning Letter was issued on September 20, 2025, but until the specified time limit, X has not made payments or provided an official response," said the Director General of Digital Space Supervision of the Ministry of Komdigi, Alexander Sabar, in his statement.

The escalation and accumulation of administrative fines is carried out in accordance with Government Regulation (PP) No. 43 of 2023 concerning Types and Tariffs for Types of Non-Tax State Revenue (PNBP), and Decree of the Minister of Communication and Information Number 522 of 2024 concerning Governance of Content Moderation Compliance Systems (SAMAN).

This action is part of law enforcement for violating the mandatory moderation of pornographic content found in the results of digital space surveillance by Komdigi on September 12, 2025.

Although Platform X has carried out a take-down order on pornographic content 2 days after the second warning letter, the obligation to pay administrative fines must still be fulfilled in accordance with applicable regulations.

Alex also emphasized that until now, platform X does not yet have a representative office or liaison official in Indonesia.

"Even though these two things are basic obligations for every Foreign Private PSE as stipulated in the Regulation of the Minister of Communication and Information Technology Number 5 of 2020 concerning Private Scope Electronic System Operators," he explained.

Alex stressed that the government will continue to ensure that all digital platforms comply with national regulations to protect the public, especially children and vulnerable groups, from exposure to harmful content in the digital space.
