Komdigi Targets PNBP Increase Thanks To Frequency Auction

JAKARTA - The Ministry of Communication and Digital is targeting an increase in non-tax state revenues (PNBP) by 2026. The increase was mainly driven by radio frequency auctions.

In addition to radio frequency, the Secretary General of the Ministry of Komdigi Ismail said another factor that supported the increase in PNBP was telecommunications services and Universal Service Obligation (USO).

"So this Komdigi PNBP has several large sources, the first is from the radio frequency spectrum, then from this telecommunications service which is attached to operating income from business actors, the third is BLU," said Ismail at the Ngopi Bareng Komdigi event on Friday, September 19.

Ismail explained that the PNBP target from radio frequency rose from around Rp. 21 trillion in 2025 to around Rp. 22 trillion in 2026, mainly driven by new frequency auctions conducted by the government.

"Well, the big increase is quite large in the radio frequency spectrum, which was previously targeted in the range of 21 (trillion) now to 22T specifically for radio frequency spectrum," he explained.

At the end of July 2025, Komdigi has officially opened an auction for the selection of users of the 1.4 GHz radio frequency band for the broadband wireless access service (Broadband Wireless Access).

The implementation of this selection is based on the Decree of the Minister of Communication and Digital Number 337 of 2025 concerning the Selection of Users of the Radio Frequency Band 1.4 GHz for the 2025 Broadband Wireless Access (Broadband Access) Wireless Access.

As for Komdigi, he said, he would open a frequency selection of 1.4 GHz with a bandwidth of 80 MHz which is in the frequency range 1427 - 1518 MHz which is divided into 14 zones.

The 1.4 GHz frequency band is a frequency intended for the deployment of broadband wireless access networks (Broadband Wireless Access), especially with Time Division Duplex (TDD) technology.
