Chelsea Fined Rp243 Billion, but Avoided Point Deductions for Breaking FA Agent Rules

Chelsea have been fined 10 million pounds ($12.7 million) and handed a transfer ban for two windows after admitting 74 breaches of the English Football Association's (FA) rules on agents.

Initially, the club was handed a six-point deduction along with a fine, but after a successful appeal, the points deduction was now replaced by a transfer ban, which was suspended until June 30, 2027.

The FA can apply to have the ban activated if Chelsea commit a similar offence before that date.

Chelsea were charged by the FA in September 2025 for breaches relating to FA rules covering agents, working with intermediaries, and third-party investment in players.

The club's new owners reported the breach themselves to local football authorities in 2022, when they were in the process of buying the club from Russian billionaire Roman Abramovich.

The six-point deduction, suspended until June 30, 2027, was imposed by an Independent Commission that originally handled the case, but the club appealed against the decision.

Chelsea have previously reached a settlement with the Premier League and UEFA over the matter.

"Chelsea FC admitted 74 breaches of FA Rule E1.2 prior to the hearing and the Independent Regulatory Commission imposed a six-point deduction, suspended until 30 June 2027, and a fine of £10 million."

"The club appealed against the suspended points reduction and the Independent Appeals Board granted the appeal and overturned this sanction after a further hearing."

"Instead, the Appeals Board imposed a registration ban for two full and consecutive transfer windows suspended until 30 June 2027," the FA said in a statement on Friday, 31 July 2026, local time.

The FA added that it was continuing to investigate any individual breaches that arose from the case.

The fine of 10 million pounds imposed on Chelsea will be invested into grassroots football.

"In 2022, the club self-reported potential breaches of historic rules to all applicable regulators. Following the report, the club has worked openly and transparently with all regulators, including voluntarily and proactively disclosing thousands of documents," Chelsea said in a statement.

The club said they were pleased to confirm that, now the FA process has been completed, this brings to an end all regulatory processes against the club.
