JAKARTA - Member of the PSI faction of the DKI DPRD, Anggara Wicitra Sastroamidjojo, admitted that his party will observe all budget components in the preparation of the 2022 APBD.

Now, the DKI DPRD and the DKI Provincial Government are discussing the General Budget Policy and the Temporary Budget Priority Ceiling (KUA-PPAS) for the 2022 budget year. They don't want to concede the Formula E budget in the APBD.

Because, previously, the DKI Provincial Government had promised not to use the APBD to hold the next Formula E and would look for sponsors.

“Until now, the financing of Formula E is still unclear, it's just 'he said' that he no longer uses APBD funds. This is what we will examine at the budget discussion meeting, lest any budget supporting Formula E activities pass," Anggara told reporters, Friday, October 29.

PSI doubts that the DKI Provincial Government will not burden the APBD again. Because, at this time, PT Jakarta Propertindo BUMD has not yet submitted a feasibility study for Formula E. Then, information about the location of the circuit and sponsorship support is also unclear.

“The interpellation step has been complicated, but so far there has been no sound. Don't let the DKI Provincial Government lose to a school art performance which is much more prepared," he said.

For information, Jakarta will officially host Formula E on June 4, 2022. This decision was made through the FIA World Motor Sport Council in Paris, on October 15, 2021, which at the same time ratified the 8th season racing calendar for 2021/2022.

The DKI Provincial Government has emphasized that the cost of implementing Formula E will no longer use the DKI Regional Revenue and Expenditure Budget (APBD). This answers the refusal of a number of DPRD factions to ratify the Formula E budget if it is included in the APBD discussion.

"There are no additional costs from the APBD for the implementation of Formula E, both for the commitment fee and the costs for the implementation of 2022, 2023 and 2024," wrote the statement from the DKI Provincial Government.

The DKI Provincial Government emphasized that the commitment fee payment that was charged from the DKI APBD was only made from the 2019 APBD. After the pandemic, the annual commitment fee payment was no longer paid.

Because, PT Jakarta Propertindo (Jakpro) BUMD will hold Formula E purely business to business (B to B) using sponsor funds.

"The annual implementation cost of around Rp. 150 billion is not paid by the APBD but will come from sponsorships that will be carried out by Jakpro," he said.

The DKI Provincial Government also explained that it had withdrawn a number of bank guarantee funds worth Rp423 billion. This was agreed in a new agreement with Formula E Operation (FEO). So that the disbursed budget no longer reaches nearly Rp1 trillion.

As for the funds that have been paid, only the commitment fee payments in 2019 amounted to IDR 360 billion and the commitment fee in 2020 amounted to IDR 200 billion or a total of IDR 560 billion.
