Luhut: Just Replace The Directors Of PLN And Pertamina Who Do Not Pay Attention To The TKDN Provisions

JAKARTA - The Coordinating Minister for Maritime Affairs and Investment, Luhut Pandjaitan who is also the General Chairperson of the National Team for P3DN (Strengthening the Use of Domestic Products) emphasized that TKDN (Domestic Component Level) should be of serious concern to all parties. He specified this to state-owned enterprises (BUMN) such as PT Pertamina and PT PLN.

"The President has ordered us, that the state budget and stimulus related to the COVID-19 pandemic, all use domestic products. I will ask the President to make a Ratas on this matter, so we know where the weaknesses have been, I ask them to pay close attention. "Seriously, so if no one implements this TKDN, so that it can be replaced," said Coordinating Minister Luhut in a statement received by VOI, Wednesday, July 29.

Coordinating Minister Luhut added that his statement was made so that no more parties "play around" about this TKDN. Especially, continued Coordinating Minister Luhut, the current situation and condition of the nation is in need of real work from all parties.

Then, regarding the input from the Deputy Minister of BUMN, Budi Gunadi Sadikin, who proposed that the fine for those who do not comply with the requirements of 25 percent of TKDN, is not only 5 percent but 25 percent.

"We don't play around anymore about TKDN, the nation is currently in need of us. Regarding the amount of fines, the input from the Deputy Minister of BUMN is very good, if possible it is 30 percent," he said.

Deputy Minister of BUMN, Budi Gunadi Sadikin said that his party would immediately follow up on the results of the audit from the Financial and Development Supervisory Agency (BPKP).

"We will immediately follow up, regarding the policy for procurement of goods and services (PBJ) so that it is adjusted to PP 2009/2018, then the clauses in the new Pertamina BUMN project to provide incentives when using domestic production, I will share with other BUMNs such as PLN and other BUMN colleagues, "he explained.

Head of the Financial and Development Supervisory Agency (BPKP) Muhammad Yusuf Ateh in his audit report, among other things, explained that the policy on the use of domestic production has not been integrated with company management performance and TKDN policies.

For this reason, one of BPKP's recommendations is that the Ministry of BUMN can establish a policy of prioritizing the use of domestic products as an indicator of the performance of BUMN Directors.

"The Ministry of BUMN should instruct all BUMN Directors to compile their PBJ guidelines in accordance with PP No. 29 of 2018," he explained.

Responding to this, Pertamina's Director of Processing and Petrochemical Megaproject Ignatius Talullembang stated that Pertamina would comply with the regulations set by the government.

'We have arrested recommendations from BPKP and directions from the Coordinating Minister and other gentlemen, we will carry them out completely. The ongoing auction has been included in the evaluation criteria, so there is no more reason not to use domestic production, "he explained.

Furthermore, the Supreme Audit Agency (BPK) also appreciates the results of the BPKP audit, and will oversee the implementation of the Government's policy on TKDN. Coordination meeting on TKDN is planned to be continued next week. Coordinating Minister Luhut asked all parties to prepare a progress report.
