PDIP Again Sentil TGUPP Anies: SKPD More Afraid Of Them Than DPRD

JAKARTA - The chairman of the PDIP faction of the DKI DPRD, Gembong Warsono, has again teased the Governor's Team for the Acceleration of Development (TGUPP) during the four-year leadership of DKI Jakarta Governor Anies Baswedan.

Gembong said that the ranks of the regional work units (SKPD) of the DKI Provincial Government are more afraid of the TGUPP than dealing with the DPRD, which is the supervisor of the work of the SKPD.

"Because it is very central, it will greatly affect the performance of SKPD. If we ask SKPD which is more afraid of TGUPP or DPRD? The answer is definitely more afraid of them (TGUPP) TGUPP from DPRD. Because TGUPP can recommend removing and appointing people, while DPRD does not," said Gembong when contacted, Friday, October 22.

Gembong assessed that, from the beginning of Anies' tenure until now, TGUPP's intervention was too central. TGUPP, according to Gembong, interferes too much with the operational performance of the DKI Provincial Government.

"TGUPP's performance is very high and very central. Because it is very operational, TGUPP is very operational," said Gembong.

In fact, he continued, TGUPP was only conducting a study and providing input to Anies on the DKI Provincial Government program. Instead of taking care of SKPD operations.

"TGUPP's job is to give advice to the governor, not operational. It can't be operational. Honestly, I say this is what damages the performance of the SKPD because the SKPD should be responsible, not the TGUPP," he said.

As is known, Gembong criticized TGUPP two years ago. At that time, Gembong highlighted the performance of the TGUPP which could not be monitored by the public, not even the DPRD.

In fact, the 2020 TGUPP budget proposed in the General Policy of the Provisional Budget Priority Ceiling (KUA-PPAS) is quite high. The figure reached Rp. 26.5 billion, although there is a plan to revise it to Rp. 21 billion.

"There is no significant TGUPP performance. The people can directly feel the TGUPP performance. Only the governor can feel the TGUPP performance. But the public has not been able to enjoy the work of TGUPP," said Gembong on October 15, 2019.
