Kemendikbudristek Asked To Revise The Regulations For The Recruitment Of First Personnel Teachers To Overcome The Teacher Shortage

JAKARTA - In an effort to overcome the emergency shortage of teachers, the Indonesian Teachers Association (PGRI) asked the Ministry of Education, Culture, Research, and Technology (Kemendikbudristek) to revise the rules for recruiting government employees with a work agreement (PPPK). Not only that, PGRI also asked Kemendikbudristek to improve the management of the selection implementation.

"PGRI asked the Ministry of Education and Culture to revise the PPPK recruitment regulations as a solution to the emergency shortage of teachers," said PB PGRI Chairperson Prof. Unifah Rosyidi as quoted by Antara, Saturday, September 25.

"In addition, the management of the implementation of the PPPK ASN selection needs to be improved so that in the future it will be more professional, transparent, and accountable," he added.

PGRI asked the Ministry of Education, Culture, Research, and Technology (Kemendikbudristek) to review the 2021 PPPK recruitment policy because the policy was considered not to consider the sense of justice, respect for service, and the dedication of honorary teachers.

"The honorary teachers carry out learning tasks and provide educational services in emergency situations where there is a shortage of teachers. The availability of teachers is the main requirement so that students get their rights in obtaining educational services," said Unifah.

According to Unifah, the period of service, dedication, and performance of honorary teachers aged 35 years and over should be considered in the PPPK selection.

In addition, he continued, the recruitment of teachers in the frontier, outermost, and disadvantaged (3T) areas should be done through a selection among fellow honorary teachers in the area by considering their period of service and dedication.

PGRI also asked Kemendikbudristek to review the difficulty level of technical competency exam questions in the PPPK selection which was considered to be too focused on the cognitive aspect.

According to PGRI, the selection must be based on accumulative values which include linearity, years of service, portfolio, achievement, managerial competency selection scores, socio-cultural, and interview results.

In addition, PGRI asked the government to review the validity of the test kits.

PGRI emphasized that the long service of honorary teachers should not be ignored in the PPPK selection process.

"Those who are declared not to meet the selection threshold will still be given the opportunity to participate in the selection in the future after going through the coaching process," said Prof. Unifah Rosyidi.
