JAKARTA - Presidential Chief of Staff (KSP) Moeldoko said the role of the State Civil Apparatus Commission (KASN) is still very much needed to supervise ASN and select Human Resources (HR) who excel in the bureaucracy in Indonesia.

Previously, Commission II of the House of Representatives (DPR) had submitted a plan to dissolve KASN through the Draft Law on State Civil Apparatus (RUU ASN). The DPR proposed that the functions and authorities of KASN be handed over to the Ministry of Administrative Reform and Bureaucratic Reform (Kemenpan-RB).

The issue of removing KASN from Law no. 5/2014 on ASN has been rolling since 2016 or two years since KASN was established. The existence of KASN so far is considered to extend the flow of bureaucracy in ASN supervision and it is feared that there will be a transfer of authority between KASN and Kemenpan-RB.

Moeldoko encourages KASN to echo the importance of the committee's role in the supervisory function, one of which is by encouraging the prevention of corruption, collusion and nepotism within the ASN.

"Don't let the merit system become a point system, this is dangerous. Therefore, the role of KASN is still very important, especially in the current situation where many bureaucratic functions are not proportional," said Moeldoko who was accompanied by Deputy V KSP for Political, Legal, Security and Human Rights Jaleswari Pramodhawardani in the dialogue.

Meanwhile, Chairman of KASN Agus Pramusinto said that independent non-structural institutions such as KASN were related to the ideals of bureaucratic reform. Thus, the abolition of KASN is a form of setback.

"The function (supervision) is to be maintained, but the institution is not. This means that there is an indecisive attitude. Even though we are committed to building the quality of human resources, especially in the ASN environment," said Agus.
