JAKARTA - The call to implement the COVID-19 prevention protocol from loudspeakers was heard on the second floor of Koja Baru Market, Tugu Utara Village, North Jakarta, Tuesday, July 7 morning, at 08.00 WIB.

This appeal accompanied the steps of a group of DKI Jakarta Provincial Civil Servants (ASN) in uniforms of daily official clothing (PDH) who toured the market area.

Since Monday, July 6, as many as 5,000 ASNs have been tasked with monitoring compliance with health protocols in all traditional markets throughout Jakarta during the COVID-19 pandemic.

This is because the market is one of the places with a high risk of transmission of the corona virus. Hundreds of market traders were infected with COVID-19 based on aggressive tests conducted by the DKI Provincial Government.

On the second floor of Koja Baru Market that morning, a group of ASNs were in charge of observing the trading activities of meat and vegetable traders. If there are traders who are seen removing masks, they will reprimand and provide education.

An ASN named Desi said that his team did not only supervise the Koja Baru market because there was a system of rotating market locations that were monitored.

"I am monitoring the new Koja market today. Yesterday, I was watching the market in South Jakarta," said Desi while adjusting the mask she was wearing.

After walking around, the ASNs entered the puskesmas around the Pasar Koja Baru area to rest and coordinate with security officers at the Koja Baru market regarding the surveillance system being implemented.

After a while, they went back around to monitor the state of the market. Because, under supervision in the morning, the stalls have not been fully opened. Many traders of clothes and goods open their stalls before noon.

"We went around giving outreach to traders and the public to wear masks, wash their hands before entering and leaving the market, then keep our distance," said Desi.

In this surveillance, ASNs have not taken special action against compliance with the COVID-19 protocol in the market. Because, there is already a security officer assigned to check the body temperature of visitors asking visitors to wash their hands at the facilities provided at the market entrance.

Supervision of visitors before entering the market has also been carried out by security officers. Police lines are stretched around the market to reduce the number of entrances, so that every visitor who comes is monitored.

Responding to this, the Head of the Regional Civil Service Agency (BKD) DKI Chaidir said that ASN's duties were indeed limited to disseminating and educating the prevention of COVID-19 transmission in the market area.

"Their job is to go around educating traders and market visitors. After the market closes, they will make daily reports, noting any violations. The report will be our policy study material," Chaidir told VOI.

Chaidir said the number of ASNs in one team that was deployed varied according to market needs. "One team can be 10 to 25 people in one market which is divided into 2 shifts. If the market is large, the team oversees a lot," he said.

He continued, these ASNs actually did not leave their main jobs as DKI employees who were scattered from various regional work units (SKPD). While watching the market, they also continue to work according to their duties.

"The supervision schedule is carried out alternately and there is a division of shifs. After their shift is completed, the supervision will be carried out alternately at ASNs who are stand by at the office," said Chaidir.

"After all, state servants serve their people. Their workload has indeed increased for the sake of the country and its people, because people also pay their wages through tax revenues," he added.

The action is handed over to Satpol PP

When monitoring the market, ASNs in the market area will lead merchants or visitors who are proven to have violated protocol, such as not wearing masks, to the Satpol PP officers who are on guard outside to be given action.

Irwan, the commander of the Satpol PP who manages the Koja Baru Market, said that there were two visitors who were sanctioned according to Governor Regulation No. 51/2020. In this regulation, violators will be subject to two choices of sanctions, namely social sanctions or administrative fines.

Since the commencement of surveillance with ASN last Monday, two actions have been carried out.

"First, there was a man who came not wearing a mask. We gave him a choice between social sanctions or fines. He admitted that he did not have money and then chose to receive social sanctions, wearing an orange vest bearing the inscription of a PSBB violator, and sweeping the market parking lot," said Irwan. .

The second offender was also prosecuted for not wearing a mask. This offender chose to pay a fine of Rp. 250 thousand which was paid by bank transfer and into the regional treasury.

"If he doesn't want to pay and doesn't want social sanctions, we will hold his KTP. Then if he does not carry out social sanctions properly, for example, for a while, we ask him to sweep to a further distance so there is a deterrent effect," he explained.
