Project Manager Of PT WIKA Detained By KPK In Connection With The Alleged Corruption Case Of The Bengkalis Island Outer Ring Road Project

JAKARTA - The Corruption Eradication Commission (KPK) has detained three suspects in connection with the alleged corruption in the multi-year project to improve the Bengkalis Island outer ring road for the 2013-2015 budget year.

The three suspects detained are the Project Manager of PT Wijaya Karya (Persero), Didiet Hartanto (DH); marketing staff of PT WIKA Firjan Taufa (FT); and a commitment-making official (PPK), Tirtha Adhi Kazmi (TAK).

KPK Deputy for Enforcement and Execution Karyoto said the detention was carried out after his party examined 101 witnesses consisting of officials related to budgeting, procurement, project auctions, and project implementers. In addition, they also examined many private parties suspected of being involved in this alleged corruption.

"For the purposes of the investigation, forced detention was carried out for the first 20 days," Karyoto said in a press conference broadcast on the Indonesian KPK YouTube, Friday, September 3.

The detentions will start from today or September 3 to September 22. Karyoto said the three were being held in different remand centers.

"DH is being held at the KPK Detention Center in the Red and White Building; FT is being held at the KPK Rutan at the Pomdam Jaya Guntur Branch; and TAK is being held at the KPK Detention Center in Lot C1," he said.

However, before being detained in their respective detention centers, the three will first self-isolate for 14 days to prevent the spread of COVID-19 in the KPK Detention Center area.

Karyoto explained that DH and TAK are parties that play an active role in manipulating the preparation of documents. This is intended to give the impression that the project has been completed 100 percent and the disbursement of payments can be made at the end of December 2015 even though the first handover of the work has not yet been carried out.

Meanwhile, FT is suspected of having helped facilitate a meeting between M Nasir, who was acting as PPK at the time, and PT Wika's internal party for the provision of bribes.

In addition, FT also always coordinates with DH, which is suspected to be related to the implementation of the Bukit Batu-Siak Kecil Ring Road Improvement Project.

"As a result of their actions, the suspects are suspected of causing state financial losses of around Rp129 billion from the project value of Rp359 billion," concluded Karyoto.
