KALBAR - The Criminal Investigation Unit of the Kapuas Hulu Police, West Kalimantan (Kalbar) has named three suspects for robbing the construction grants for the Ma'arif Nahdlatul Ulama Madrasah Tsanawiyah (Mts) Kapuas Hulu. State losses due to the perpetrators' actions are estimated at IDR 2.7 billion from a budget of IDR 6 billion

"From the results of examining witness statements and evidence, we have identified three suspects with the initials DA, AB, and IDP," said Head of Criminal Investigation Unit of the Kapuas Hulu Police, IPTU Imam Reza in Putussibau, as reported by Antara, Monday, August 30.

The construction of the Ma'arif NU MTs was sourced from the West Kalimantan Provincial Budget for the 2018 Fiscal Year with a total budget of IDR 6 billion which was channeled through an account in the name of the Kapuas Hulu Ma'arif NU Educational Institution led by DA (suspect).

The disbursement of the funds was carried out in two stages, namely the first stage was distributed on March 1, 2018 amounting to Rp4 billion and the second stage on June 21 2018 amounting to Rp2 billion.

Imam mentioned that before the work started, the DA (suspect) submitted the Details of the Budget (RAB) worth Rp. 3.6 billion, which was made by AB (suspect) and IDP (suspect) was submitted to AJ (executive work) without notifying the actual RAB to the executor.

"So during the first stage of disbursement, the suspect did not go through the procedure by including two specimens of the signatures of the institution's administrators," explained Imam.

From the first phase of disbursement, said Imam, the suspect DA only handed over Rp1.29 billion to the implementing party, to carry out construction work, while the remaining Rp2.710 billion was partly put into a personal account and partly kept at his house (the suspect).

Furthermore, Imam explained that on July 5 2018, the suspect DA conveyed the accountability for the use of the grant funds to the Governor of West Kalimantan with a statement that the construction of MTs Ma'arif NU Kapuas Hulu until June 4, 2018 had reached 60 percent physical progress.

After that, on July 5, 2018, the second phase of grant funds was withdrawn from the institution's account in the amount of Rp. 2 billion, and it was handed over by the suspect DA to the contractor in the amount of Rp. 2.10 billion.

Imam said, on December 26 2018, suspect DA reported that the physical work of MTs Ma'arif reached 95 percent.

"However, this is not in accordance with the actual physical condition as reported in both the first and second stages, to make it seem as if the budget as stated in the RAB worth Rp3.6 billion has been fully realized," said Imam.

Imam mentioned, from the results of the investigation and investigation the use of the budget was inflated as contained in the work report with a value of RAB Rp 6 billion.

There is also an inflated budget, namely for labor wages to be increased by 30 percent and for work items to be increased to 80 percent.

In this case, said Imam, his party applied Article 2 paragraph (1) of the Law of the Republic of Indonesia Number 31 of 1999 Amendments to the Law of the Republic of Indonesia Number 20 of 2001 concerning the Eradication of Corruption.
