Menpan RB Tjahjo Issues ASN Work System Rules During PPKM

JAKARTA - Minister of State Apparatus Empowerment and Bureaucratic Reform (Menpan RB) Tjahjo Kumolo issued Circular Letter Number 19 of 2021 concerning Adjustment of the Work System of State Civil Apparatus Employees during the Enforcement of Restrictions on Community Activities (PPKM).

In the SE signed by Tjahjo Kumolo on Tuesday, August 24, it stipulates that the ASN work system in Java and Bali, with the non-essential government service sector, can carry out official duties at home fully or 100 percent.

"If in the implementation of the adjustment of the work system as referred to in number 1 letter a point (1) there is an important and urgent reason for the presence of an official or employee in the office, the Personnel Guiding Officer can selectively and accountably determine the minimum number of officials or employees present at the office. ," explained in the SE, reported by Antara.

For ASN who serve in government services with essential sectors, ASN can carry out service in the office with a maximum number of employees of 50 percent.

ASN in government agencies related to critical sectors carry out official in the office with a maximum number of employees of 100 percent.

In PPKM Level 2 areas, 50 percent of ASN in the non-essential sector can work in offices. In the essential PPKM Level 2 sector, ASN can work in offices with a maximum ASN of 75 percent and in critical sectors a maximum of 100 percent. Meanwhile, for ASN outside Java and Bali, the work system in regions with PPKM Level 4 non-essential sectors can work in the office as much as 25 percent.

"However, if a cluster of COVID-19 spreads is found, it will be closed for five days," wrote the SE.

ASN employees in the essential sector can work in the office a maximum of 50 percent and a maximum of 100 percent in critical sectors.

Tjahjo also regulates that the work system in the Level 3 PPKM area can serve in the office by 25 percent, while in the Level 2 and Level 1 PPKM areas it is adjusted by taking into account the zoning criteria.

"This circular is valid until the end of the PPKM policy during the COVID-19 pandemic," said Tjahjo.
