JAKARTA - Today, the odd-even rule will be enforced in the city of Jakarta. This rule is to replace the insulation system that was applied previously during the Emergency PPKM period and continued with the extension of PPKM Level 4 (first stage). And from August 12 to August 16 PPKM Level 4 will continue in Jakarta with traffic rules that apply an odd-even system.

1. Reason for Application and implementation time

This rule applies from August 12 to August 16 from 06.00 to 20.00 WIB every day. The enforcement of this rule is based on the SK Kadishub 320 of 2021 which was issued on August 10, 2021. The reason for this application is similar to the isolation system, to limit the mobility of citizens during the PPKM Level 4.

2. Odd-Even Exception

According to the Head of the DKI Jakarta Provincial Transportation Service, Syafrin Liputo, for the odd-even scheme, there are several vehicles that are included in the exemption list. "There are exceptions for motorized vehicles that enter odd-even areas," said Syafrin in his statement, Wednesday, August 11.

This is a list of vehicles that can break the odd-even rule: • Vehicles carrying people with disabilities • Ambulance vehicles • Fire fighting vehicles • Public transport vehicles (yellow plates) • Vehicles driven by electric motors • Motorcycles • Specialized goods transport vehicles for fuel oil and Gas Fuel • Vehicles for the Head of State High Institutions of the Republic of Indonesia, namely: the President/Vice President, Chairperson of the People's Consultative Assembly/Dewan Perwakilan Rakyat/Dewan Perwakilan Daerah, and Heads of the Supreme Court/Constitutional Court/Judicial Commission/Financial Audit Board.• Vehicles Operational Service with official plates, TNI and POLRI• Vehicles for Leaders and Officials of Foreign Countries and International Institutions who are state guests • Vehicles to provide assistance in traffic accidents • Vehicles for certain purposes according to the consideration of POLRI officers, such as money carrier vehicles (Bank Indonesia, inter-agency) Bank, ATM filling) with supervision from P OLRI.• Vehicles for health workers handling Corona Virus Disease (COVID-19) during the national disaster management period caused by the spread of Corona Virus Disease (COVID-19)• Vehicles for mobilizing patients for Corona Virus Disease (COVID-19)• Vehicles for mobilizing vaccines for Corona Virus Disease (COVID-19)• Vehicles carrying oxygen cylinders.

3. Sanctions

Every rule is followed by sanctions for violators of the rules. Likewise with this odd-even rule. Officers in the field will apply fines, both manually and with the electronic system (ETLE) which has been applied at a number of points.

Violators of vehicle restrictions with an odd-even system will be punished according to Article 287 paragraph 1 in Law no. 22 of 2009 concerning Road Traffic and Transportation. Odd-even violators can be jailed for two months or be fined a maximum of IDR 500,000.

4. Evaluation

This odd-even rule after completion will be evaluated. If it is effective, it is possible that it will be continued. "It is possible, if we consider these 8 points successful and effective, then, maybe during PPKM level 4, then, we will add other areas for mobility control with an odd-even system," said the Traffic Director of Polda Metro Jaya.
