JAKARTA - President Joko Widodo has warned that there will be no more bribing between government officials and businessmen during the process of obtaining business permits.

"I don't want to hear about the difficulties faced by entrepreneurs, I don't want anyone to take bribes anymore, everything must be done openly, transparently, and makes it easier for entrepreneurs," said President Joko Widodo at the Jakarta Investment Ministry, reported by Antara, Monday, 9 August.

The President conveyed this at the Inauguration of the Launch of a Risk-Based Online Single Submission (OSS) System. The President was accompanied by the Minister of Finance Sri Mulyani Indrawati and the Minister of Investment of Indonesia/Head of the Investment Coordinating Board Bahlil Lahadalia.

"If there are government officials who are not clean, they try to report it to me," said the President.

President Jokowi revealed that the Risk-Based OSS is a form of reform of the ease of licensing services.

"This is intended to provide ease of doing business for micro, small and medium enterprises (MSMEs), encourage more new entrepreneurs, accelerate the transformation of the informal sector into the formal sector, and most importantly will create as many jobs as possible," added the President.

The President said the COVID-19 pandemic should not stop the government's efforts to carry out structural reforms.

"We will continue to carry out various structural reform agendas. We will continue to cut down the regulations that hinder the convenience we are trying to make, the business procedures and investments we will continue to simplify," said the President.

The goal is for President Jokowi to change the business climate in Indonesia to become more conducive, making it easier for micro, small and medium enterprises to do business.

"In addition, to increase investor confidence, to create as many job opportunities as possible so that it becomes a solution to the problem of increasing unemployment due to the impact of the pandemic," the President added.

President Jokowi also ordered ministers and heads of institutions, governors, regents, and mayors to be disciplined in following the ease in the Risk-Based OSS.

"I will check directly, I will directly supervise what the implementation in the field is like. Is the process getting easier? Are the permits getting less and less? Is the process simpler? Is the cost more efficient? Are the standards the same throughout Indonesia? Is the service faster? I will follow," explained the President.

If all of these things can be fulfilled, President Jokowi is confident that investment, both micro, small, medium and large scale will increase in Indonesia.

The Ministry of Investment/Investment Coordinating Agency (BKPM) has officially operated the Online Single Submission (OSS) Risk Based Apporoach (RBA) or Risk-Based OSS on August 2, 2021.

Risk-Based OSS is the implementation of Government Regulation (PP) Number 5 of 2021 concerning Implementation of Risk-Based Business Licensing, Ministry of Investment/BKPM which is a derivative rule of Law 11/2020 concerning Job Creation.

The OSS, according to Bahlil, was built since March 2021 by Indosat in collaboration with the Ministry of Investment which summarizes 18 ministerial and institutional regulations as well as 47 government regulations and presidential regulations as derivatives of the Job Creation Law.
