BPK Finds Excess Paying Rp.862 Million PNS Salaries, Deputy Governor Of DKI: Rp.200 Million Has Been Returned, Rp.600 Million Is In Process

JAKARTA - Deputy Governor of DKI Jakarta Ahmad Riza Patria said the provincial government had returned some of the funds related to the findings of the Supreme Audit Agency (BPK) which stated that DKI had overpaid civil servants salaries of up to Rp862.7 million.

"Indeed, based on the BPK's examination, it was found that approximately Rp. 800 million, but Rp. 200 million has been returned. The Rp. 600 million is still in process," Riza told reporters, Friday, August 6.

According to Riza, this overpayment is due to data collection problems between employees who have retired, died, and those who are still active civil servants.

“This is a matter of administering data collection between those who have retired, those who have died and those who have not. There was a delay in data collection, it was inputted too quickly, now this is the cause so there is an overpayment," he said.

He emphasized that this issue has been handled by the Regional Personnel Agency (BKD). "It's the same from the financial side," he said.

The Supreme Audit Agency (BPK) previously found that the DKI Provincial Government was still paying the salaries of employees who had died until retirement of Rp. 862 million in the 2020 DKI Regional Budget.

This was conveyed through a report on the results of the examination of the 2020 DKI Provincial Government financial statements which were approved by the Head of DKI BPK Pemut Aryo Wibowo.

"The overpayment of salaries and regional performance allowances (TKD) or TPP of Rp862,783,587 for 103 employees in 19 regional apparatus organizations (OPD)," Pemut said in a report quoted Thursday, August 5.

Pemut explained the details of the overpayment of salaries and TKD/TPP of DKI civil servants. First, there is one employee retiring as of January 1, 2020 but still receiving a salary of Rp. 6.3 million.

Second, there are employees who retire at their own request as many as 12 people from 6 OPD. This retired employee still receives a total salary of Rp. 154.9 million.

Third, there are 57 DKI employees in 7 OPDs who have died but are still receiving salaries and TKD/TPP. The nominal paid for the salary of the deceased employee is Rp. 352.9 million.

Fourth, there are 31 employees from 8 OPD who carry out learning tasks but still receive TKD/TPP. TKD/TPP given to employees who carry out these learning tasks are totaling Rp. 344.6 million.

Fifth, there are 2 employees who are subject to disciplinary punishment in the form of cutting their TKD/TPP by 20 percent for two months, but they still receive the full TKD/TPP. The non-deductible TKD/TPP for the disciplinary punishment caused an overpayment of Rp3.9 million.

Pemut said that a number of OPDs had returned the overpayment of salaries and TKD/TPP to the regional treasury, but only Rp. 200.9 million.

"So, there is still an overpayment of salaries and TKD/TPP worth IDR 661,801,780," he said.
