Previously, the SE Menpan RB Number 16 of 2021 regulated the ASN work system according to the PPKM level in each region. In the Java and Bali regions, ASN working in the non-essential sector carried out official duties 100 percent at home or work from home (WFO), taking into account the performance targets and work targets of the employees concerned. ASN employees in the essential sector, then the relevant government agency may assign a maximum of 50 percent of ASN to serve in the office. The ASN work system applies in Sumatra, Kalimantan, Sulawesi, Nusa Tenggara, Maluku, and Papua which are in level 4. In addition, the ASN work system in areas with PPKM level 3 allows 25 percent of ASN employees to serve in the office. For regions with PPKM Level 2 and Level 1, the ASN work system in government agencies is carried out by taking into account the zoning criteria of each district and city.
