JAKARTA - The Regional Regulation Establishment Agency (Bapemperda) DPRD DKI Jakarta discussed the draft amendments to Regional Regulation Number 3 of 2012 concerning Regional Levies with the ranks of the DKI Jakarta Provincial Government.

The draft regional regulation (Raperda) regarding levy arrangements that will be revised is one of the priority draft regulations and is speeded up to be completed this year.

Many types of levies that are proposed will undergo adjustments, one of which is the increase in the rental rate for the type 30 apartment for general class I, from Rp.508 thousand to Rp.635 thousand. The proposal for an increase in the midst of COVID-19 was submitted by executives, namely the Jakarta Public Housing and Residential Area Office.

"We already have enough information to discuss it later. From the public (joint discussion, red), housing is also included because there are arrears," said the Head of Bapemperda DPRD DKI, Pantas Nainggolan, Thursday, June 12.

"So, whether this levy has an effect on the arrears, things like that need to be studied whether the height or vice versa," he continued.

Pantas explained, in general the reason for the discussion of the draft regional levies regulation is because the levy rates in DKI are considered to be low so far. This is because the changes to the Regional Regulation on Regional Retribus were last made in 2012.

As far as the discussion of the amendments to the Regional Levy Perda is discussed, said Pantas, Bapemperda has received the draft revision of the proposed raperda from the DKI Jakarta Regional Revenue Agency (Bapenda) after holding a Hearing Meeting (RDP).

"Procedurally, we are listening to input from the relevant commission, namely Commission C. After this, the Regional Development Planning Agency (Bapemperda) will follow up with the executive ranks in the article by article discussion," said Pantas.

At least, there are as many as 36 of the total 148 articles that will change. This article will adjust levy rates to current conditions, especially realizing legal certainty in public services.

It is reasonable to hope that the proposed adjustments to regional levies which will soon be approved by the DPRD can improve the quality of public services. This is because the collection of local fees is closely related to public services, both licensing and administration.

In addition, it is hoped that the adjustment to the Raperda Retribution (Regional Retribution) regulation can increase DKI's regional revenue (PAD).

"Some of the things that become our guidelines are PAD, but we hope there will be a balance of services provided to the public, because this retribution is an obligation due to the services provided by the DKI Provincial Government to the community," said Pantas.
