JAKARTA - President Joko Widodo (Jokowi) decided to relax small businesses, including warung Tegal (warteg) to operate during the extension of PPKM Level 4. But there is a rule, eating time is limited to 20 minutes which later became a meme until Fiersa Besari quipped.

Fiersa Besari via his Twitter account tweeted a photo with people raising their hands into fists which can be interpreted as enthusiasm while writing, "When I know I can dine in but only for 20 minutes".

PDIP politician Arteria Dahlan responded to the many memes in the virtual world of social media. According to Arteria, what the government has decided and announced by Jokowi is a middle ground when PPKM is extended.

"Actually, this is a middle ground where on the one hand we will carry out strict procedures, on the other hand, Pak Jokowi hears complaints about the state of the life of MSMEs. There is a way out,” said Arteria when contacted by VOI, Monday, July 26 evening.

Arteria said this rule had been relaxed since the PPKM, which is termed an emergency, was enforced on July 3. For him, innuendos in cyberspace are only voiced by a small number of people.

"Yes, it's okay to say that you shouldn't insinuate democracy, but that kind of complaint was relevant yesterday (emergency PPKM), but now it's a gift and a gift. I think everyone welcomes it,” said this member of Commission III of the DPR.

"Moreover, people are used to not eating in the dining area by being given a duration of 20 minutes for them now, thank you," he continued.

For Arteria, nowadays many people choose to wrap the food they buy. Even if you eat in place, Arteria says the normal count is around 10 minutes.

“This should be a middle ground that is accepted and welcomed. However, people are used to not eating on the spot. It's just a space for those who haven't moved on and have to insist on eating on the spot and this is a way out for those who haven't moved on to be given the opportunity," said Arteria.

"So it's actually good that the majority of those who have been able to follow PPKM strictly have been given space. This is all for the good, especially if you have been hit by this delta COVID-19, it's certainly not sarcastic. What's the president's promise? Warteg Community Questions Jokowi's Policy

The head of the Warung Tegal Nusantara Community (Kowantara) Mukroni stated that the provisions for operating time and eating on-site in PPKM for 20 minutes need to be reviewed.

"There are not only children and young people who eat at warteg, but there are old people too. Parents eat slowly. If they are told to hurry, they can choke," said Mukroni, quoted by Antara, Monday, July 26.

The 20-minute dine-in provision does not specifically regulate the preparation of vendors serving meals to customers. "There are traders who sell grilled chicken, catfish and others. This takes time (preparation), if you rush it, it can even be splashed with oil," he continued.

Mukroni said the time limit for eating in places does not guarantee a person is safe from transmission of the SARS-CoV-2 virus that causes COVID-19. "We all know that the transmission of COVID-19 does not recognize hours, but seconds," he said.

Mukroni also criticized the operational hours of warteg traders which were limited to 20.00 local time because not all traders could fulfill these provisions.

"Warteg has a capacity, ranging from a small area of at least five people (capacity), to a large one that can accommodate 50 customers," he said.

Warteg with a large capacity, said Mukroni, will be difficult if you have to adjust operating hours until 20.00 local time.

Mukroni suggested that the rules regarding time restrictions in small traders' operations during PPKM be abolished.

"If you want to ban it, or there is no eating at the place, you can only order delivery. There is no need to be limited in time," he said.

Or if necessary, said Mukroni, the government will close the warteg business premises, but this is followed by the provision of subsidies to anticipate business losses.

"If you want to close your business, I read in the mass media, that the Japanese government pays compensation of up to Rp. 40 million per trader because their business was closed during the pandemic. Because these traders earn from selling, if you want to give stimulus because they have bad credit and others, " he said.
