Two ASN Of The Simeulue Aceh Regency Government Charged With Corruption In The Road Project Of IDR 5.26 Billion

JAKARTA - Two state civil servants (ASN) of the Simeulue Regency Government (Pemkab), Aceh, were charged with committing a criminal act of corruption that cost the state Rp5.26 billion for a road and bridge maintenance project with a work value of Rp10.7 billion.

"The state losses are based on the results of the BPKP audit of the Aceh Province Representative," said the Public Prosecutor (JPU) of the Simeulue District Attorney's Office, Dedet Darmadi, when reading the indictment during a trial at the Banda Aceh Corruption Court in Banda Aceh, reported by Antara, Wednesday, July 14.

The two defendants, namely Mumun Ihwan bin H Saedang and Bismansyah bin Aiendit. The defendant Mumum Ihwan as the Head of the Testing and Equipment Section of the Simeulue Regency PUPR Service, while the defendant Bismansyah as the technical staff of road and bridge maintenance at the Simeulue Regency PUPR Service.

The trial with a panel of judges chaired by Zulfikar accompanied by member judges Edwar and Nani Sukmawati. The two defendants attended the trial virtually from the Sinabang Prison, where both are being held.

Defendant Mumum attended the trial accompanied by three of his legal advisers. Meanwhile, the defendant Bismansyah attended the trial without being accompanied by legal counsel.

Public Prosecutor Dedet Darmadi said the Simeulue Regency Government in the 2017 Fiscal Year allocated Rp1 billion for road and bridge maintenance. The fund increased to IDR 10.7 billion in the revised budget.

"Then, the project was divided into 70 work packages and carried out by direct appointment. The two defendants along with a number of witnesses were looking for a company to carry out the road and bridge maintenance project," said the public prosecutor.

The project is carried out by the PUPR Office until the disbursement of the work money reaches 100 percent. The defendant Mumun Ihwan also took the money from the company director.

Meanwhile, the defendant Bismansyah, said the Public Prosecutor, did not properly supervise the work on the road and bridge maintenance project, so the results of the work did not match the contract specifications.

The Public Prosecutor stated that the defendant Bismansyah also signed the official handover document or PHO. The document is a payment terms for the work.

In addition, said the Public Prosecutor, the defendant Bismansyah never checked or checked the 70 packages of road and bridge maintenance work in the field.
