Fit And Proper Test For Ambassador Candidates Completed, Results Will Be Reported To The President

JAKARTA - Commission I of the DPR has completed the fit and proper test for 33 ambassador candidates.

The fit and proper test was carried out on 29 ambassador candidates for placement in accredited countries and 3 ambassador candidates at the Permanent Mission of the Republic of Indonesia (PTRI), namely New York, ASEAN and Geneva.

The fit and proper process, which ran for 3 days, implemented very strict health protocols, which required daily PCR, room capacity and limited meeting times.

Member of Commission I of the DPR, Christina Aryani, revealed that there were several in-depth questions to the ambassador candidates submitted by representatives from each faction within a maximum of 3 minutes.

"This is not ideal, but considering that there are 9 factions in the DPR and 6 candidates for ambassadors in each session, this step must be carried out so that the duration of each session does not exceed the maximum meeting time during the pandemic period, which is 2.5 hours," said Christina, Wednesday, 14 July.

The next process, he said, the leadership of Commission I will convey the results of the fit and proper test along with the commission's considerations to the leadership of the DPR, to be further forwarded to President Jokowi.

It is a constitutional mandate, as stated in Article 13 paragraph (2) of the 1945 Constitution of the Republic of Indonesia, that in appointing ambassadors, the President takes into account the considerations of the House of Representatives.

Meanwhile, in Article 189 of Law 13/2019 concerning Amendments to Law 17/2014 concerning the MPR, DPR, DPD and DPRD (MD3) the said considerations were conveyed by the leadership of the DPR to the President in secret.

According to Christina, the decision of Commission I on the results of the fit and proper test is determined in the form of considerations, including, among other things, the candidate for the ambassador is eligible for assignment according to the country/national organization of placement.

"Commission I is of the opinion that the candidate for ambassador is worthy of being assigned as an ambassador with a record of transferring the country/international organization of his placement, or Commission I is of the opinion that the candidate for ambassador is unfit to be assigned as an ambassador," said the Golkar politician.

"Fit and proper itself is closed so that the results and whatever comes up in our investigation cannot be conveyed out," said Christina.
