JAKARTA - Commission II of the DPR RI reminded the Government to take firm action against regional heads who do not implement the Emergency Community Activity Restrictions (PPKM) in Java and Bali. The government can give administrative sanctions in the form of a written warning.
"If a written warning has been given twice and it is still ignored, the regional head will be temporarily dismissed," said Deputy Chairman of Commission II of the DPR RI, Luqman Hakim, Sunday, July 4.
It is known, the Minister of Home Affairs has issued Instruction of the Minister of Home Affairs Number 15 of 2021 concerning the Java-Bali COVID-19 Emergency PPKM.
"In order for this instruction to be carried out fully by regional heads, what the central government needs to do is carry out strict supervision in the field," said Luqman.
Luqman explained that the authority and mechanism for imposing sanctions on the dismissal of regional heads is clearly regulated in Article 68 paragraphs (1), (2) and (3) of Law Number 23 of 2014 concerning Regional Government.
"This legislation should be sufficient as a legal basis for the government not to hesitate to take firm action against regional heads who do not implement the Java-Bali COVID-19 Emergency PPKM," said the PKB politician.
According to him, the Emergency PPKM policy set by the central government is a program that has a national strategic nature. Namely, overcoming threats to people's health and safety, as well as national defense and security due to the COVID-19 pandemic.
For this reason, said Luqman, the policy must be implemented by all regional heads such as governors, regents and mayors in regions whose criteria have been set in the Emergency PPKM policy.
"In addition to strict supervision in the field so that Emergency PPKM can run effectively, the government must convince the public that the health facilities needed to deal with COVID-19 can be provided adequately," he explained.
In addition, Luqman also asked the government to prepare a scheme for providing rapid social assistance to the poor and vulnerable to the poor as a result of the implementation of this Emergency PPKM.
"This is all aimed at preventing people from panicking so that they can accept and comply with the Emergency PPKM which is valid from 3-20 July 2021," he said.
