JAKARTA - From January to April 2020, the realization of People's Business Credit (KUR) in the marine and fisheries sector (KP) has only reached 44,431 debtors or people. Meanwhile, the number of business actors based on data on the Marine and Fisheries Business Actor Card (KUSUKA) of the Ministry of Marine Affairs and Fisheries (KKP), recorded 1,075,488 people or validated business units.

Therefore, KKP invites financial institutions to recruit potential debtors in the maritime and fisheries sector. Moreover, the realization of KUR in the KP sector has only absorbed IDR 1.39 trillion with the largest percentage in the fishery cultivation business, followed by fishing, trading, services, processing and salt businesses.

Through the Marine and Fisheries Business and Investment Forum (MFBIF) with the theme 'KUR: Fast Access, Advanced Marine and Fisheries Business', KKP wants stakeholders to maximize the use of KUR.

Related to this, BRI's Program and Partnership Business Division, Djoko Purwanto, assessed that the KUSUKA card is very helpful for banking institutions to find out the profiles of marine and fisheries business actors. According to him, apart from being a single identity, both individuals and corporations, the KUSUKA card can also be a database of protection and empowerment programs, including the provision of working capital, either through KUR or non-KUR.

"The KUSUKA card has become very important, because banks have become more confident in distributing KUR," said Djoko in a written statement, Monday, May 18.

Not only that, the existence of these business actor profiles makes it easy for BRI to arrange financing that is appropriate to the profile of the actors. So that the unit cost needed by business actors can be given according to their needs, along with the structure, terms and patterns of financing can be adjusted to the fishery business pattern, whether seasonal or monthly.

Likewise, BNI will also provide financing patterns that are the needs of fishermen and fish farmers. In fact, Group Head of Government Program for the Small Business Division of Bank BNI, Chandra Bagus Sulistyo, said that his party is ready to collaborate by providing a marketplace for selling catch / harvesting and fishing needs and their business. In addition, BNI has also prepared applications to simplify the production process and provide assistance to fishermen.

"BNI is trying to collaborate with several startups. The goal is to provide tools and an ecosystem so that it helps fishermen / farmers increase their productivity. Currently BNI has synergized with start-ups Aruna, FisTx, and FishON," explained Chandra.

Meanwhile, Senior Vice President of Bank Mandiri, Nila Mayta Dwi Rihandjani, explained the innovation strategy for KUR distribution in the KP sector by developing certain community development-based clusters.

He explained that Bank Mandiri has divided four clusters, including aquaculture such as vannamei shrimp in Muara Gembong, Bekasi in collaboration with the Forest Village Community Organization (LMDH) and Perum Perikanan Indonesia as off-takers.

Next, capture fisheries clusters such as those carried out in Lamongan, Madura and Cirebon in collaboration with PT Kelola Mina Laut as an off-taker. The third cluster is the processing of fishery products, namely the manufacture and development of KUR products through a cooperation scheme with companies and MSMEs engaged in the processing of fishery products. The aim is that there is certainty for fishermen that their catch is bought and processed at a better value.

Finally, the salt cluster, which is the manufacture and development of KUR products in a collaboration scheme with companies and related MSMEs for salt production in Madura and Cirebon.

Nila added, her party is also building a value chain pattern, in which there is cooperation between Bank Mandiri and the core company as an off-taker and also with KUR debtors.

In fact, currently Bank Mandiri is preparing an Instant Approval KUR application which is still in the process of being developed called LMS (Loan Micro Sales or Micro Credit Sales). This application will facilitate the credit distribution mechanism using a smartphone as an innovation to accelerate the process of distributing KUR to people in need.

"So here there is a mutual benefit where the KUR debtor gets a distribution of assistance and credit distribution tailored to their needs," explained Nila.

Previously, KKP has prepared a number of strategies to maximize the absorption of KUR in the marine and fisheries sector. In fact, the KKP has also formed a Working Group (pokja) for Credit Programs in the maritime and fisheries sector.

The members are Echelon I in the scope of the KKP, Ministry of Finance Government Investment Center, Banking consisting of BRI, Mandiri, BNI, non-bank financial institutions such as BLU LPMUKP, Pegadaian, Madani National Capital, Bahana Artha Ventura, and Jamkrindo.
