JAKARTA - Access to justice in Indonesia is often hampered not by the complexity of the law, but by something more fundamental, namely that there are still many people and business actors who have not really understood their own rights and obligations. Based on research by the Ministry of National Development Planning/National Development Planning Agency (Ministry of PPN/Bappenas) together with the Faculty of Law, University of Indonesia, about 53 percent of people seeking justice do not know their rights to free legal assistance.

This is a tangible proof of the legal knowledge gap that makes justice feel far away for many people. This gap is what underlies the establishment of Hukumonline 26 years ago, and it remains relevant today through the vision to make everyone understand the law better.

Over the past few years, Hukumonline has developed Allex, an AI-based legal research assistant that makes it easy for users to navigate legal issues. Allex is now used by more than 3,500 users every month, which significantly facilitates legal research.

According to Arkka, AIlex for Good is not only providing access to legal technology, but also being part of Hukumonline's efforts to support organizations that provide legal assistance, conduct research, and fight for public interests every day.

In line with this initiative, Hukumonline also continues to develop AIlex as the first AI-based legal assistant in Indonesia which is designed to help users access and understand legal information faster and more efficiently.

One of AIlex's innovations is the Ask a Decision, a feature that allows users to search, read, and analyze court decisions more practically and in-depth. Through a precise search filter, users can obtain a summary of legal considerations and the decision of the decision automatically, as well as identify the parties to the case in seconds.

Arkka said that the process of researching the verdict has often taken a long time because legal practitioners have to search through hundreds to thousands of pages of documents to find relevant information.

"Through Tanya Putusan, we want to help legal practitioners do research more efficiently. AIlex presents a summary of important information so that users can understand the substance of the decision faster, without reducing the depth of legal analysis," said Arkka.

In addition to the Decision Inquiry, Hukumonline also presents the Internal Policy Review, a feature that helps companies review internal policies to remain in line with regulatory developments.

With this feature, users can obtain document summaries automatically, analyze substantive and editorial aspects, make improvement recommendations, and discuss directly with documents through an AI-based conversation interface. The feature is designed to help speed up the policy review process while supporting compliance with applicable regulations.

Arkka explained that AIlex was developed on the basis of the Hukumonline legal database that has been built and curated for more than two decades. In its use, legal professionals still play a major role in conducting analysis, providing consideration, and making decisions.

"AI does not replace lawyers, judges, academics, or legal counsel. AI is designed to help them work more productively, so that they can focus more on analysis, strategy, and decision-making that requires human judgment," said Arkka.

Entering the age of 26, Hukumonline continues to develop technology-based solutions to support the needs of legal practitioners, the business world, academics, government, and society. Armed with more than two decades of experience in the field of information and legal technology, Hukumonline hopes that the innovations developed can provide increasingly broad benefits while supporting the development of the Indonesian legal ecosystem.

The Indonesian Environmental Society (WALHI) considers the legal technology provided by Hukumonline very helpful in improving the quality of environmental advocacy, community assistance, and research work.
