JAKARTA - The government has established a free house certification program for Low-Income Communities (MBR) as an effort to accelerate the ownership of housing legality and support access to housing financing.
The policy is the result of collaboration between the Minister of Housing and Spatial Planning (PKP) Maruarar Sirait and the Minister of Agrarian and Spatial Planning/Head of the National Land Agency (ATR/BPN) Nusron Wahid.
"We report the most extraordinary breakthrough of this collaboration is free certification for MBR. Later it will also be collaborated with the KUR Housing program," said Maruarar Sirait at the ATR/BPN Ministry Office, Jakarta, Tuesday.
Maruarar, who is familiarly called Ara, said the program will be integrated with the Self-Help Housing Stimulus Assistance (BSPS) or house surgery program. With this scheme, low-income people not only receive home improvement assistance, but also ownership certificates without cost and the opportunity to access financing through the People's Business Loan (KUR) Housing.
"So the certificate is handled, the house is operated, then the family's economy is strengthened through the KUR Housing program," he said.
Meanwhile, Minister of ATR/BPN Nusron Wahid explained that there were three groups of people who were entitled to receive the free house certification program for MBR.
The first group is the recipients of government housing assistance, including participants in the BSPS or home surgery program previously managed by the Ministry of Public Works, as well as similar programs from the Ministry of Social Affairs and the Ministry of Health.
According to Nusron, from 2015-2024, there were around 1.4 million houses that received BSPS assistance. From this number, the results of the verification showed that around 1.1 million houses still do not have a certificate.
"The recipients of BSPS and housing assistance from other ministries will be the main target of this free certification program," he said.
The second group is people who get houses through the Housing Financing Liquidity Facility (FLPP) scheme. In this program, the government exempts the cost of upgrading the certificate status from the Building Use Right (HGB) to the Ownership Certificate (SHM) on behalf of the homeowner.
However, Nusron emphasized that the release of costs only applies to the process of increasing the status of HGB to SHM. Meanwhile, the division of the parent HGB owned by the developer into HGB per unit is still subject to Non-Tax State Revenues (PNBP).
The third group is people who build houses independently and fall into the MBR category.
Nusron explained that the determination of the MBR status refers to the Minister of PKP Regulation Number 5 of 2025 concerning the Amount of Income and Criteria for Low-Income People as well as the Requirements for Ease of Development and Acquisition of Houses.
For formal workers, the MBR status is proven through a salary slip. Meanwhile, informal workers can still participate in the program as long as they are registered in the National Social and Economic Single Data (DTSEN) until the 8th.
