JAKARTA - The Directorate General of Corrections (Ditjenpas) provided clarification regarding the spotlight of the Working Committee (Panja) of the Commission XIII of the DPR RI regarding the budget for the procurement of padlocks at the Correctional Institution (Lapas) and Detention House (Rutan) which reached Rp. 92.5 billion in the last two years.

Ditjenpas emphasized that the security device held was not an ordinary commercial padlock sold in the public market, but a padlock with special specifications to meet high security standards.

Spokesperson for the Directorate General of Prisons, Rika Aprianti, explained that the procurement of this padlock refers to technical standards regulated in the Decree of the Director General of Corrections Number PAS-499.PK.02.03.01 of 2015 concerning the Evaluation Standards for Prison/Prison Housing.

"What is held is not a padlock for general use. The specifications are specifically designed to support the security system at the prison and detention center so that it must meet the technical standards that have been set," Rika told reporters, Saturday (4/7/2026).

High Security Standards and Anti-Duplicate System

According to Rika, every padlock used in a correctional facility must pass strict requirements. Given the high security risk, the padlock must meet the following criteria:

Made from high-strength metal materials. Has a rust-resistant material. Sturdy design and not easily physically damaged. Has a special lock system that is not easy to duplicate.

Before being officially used, the padlock product must also undergo a strict specification assessment process and physical strength test.

Transparently Claimed Through E-Purchasing LKPP

Responding to questions regarding budget accountability, Rika ensured that all procurement processes for the 2024 and 2025 Fiscal Years were carried out legally and openly through the e-purchasing mechanism on the LKPP electronic catalog.

This process refers to Presidential Regulation Number 16 of 2018 which has been amended by Presidential Regulation Number 12 of 2021, as well as its derivative rules from the LKPP.

"This method was chosen because it is more transparent, electronically documented, and allows for the selection of products based on technical specifications that have been established without neglecting the principle of accountability," added Rika.

He also added that the Directorate General of Customs always calculates the actual needs first before making procurement. The calculation is based on the number of security points, the existing lock conditions, the need for replacement, and the level of urgency in strategic areas such as living rooms, blocks, and warehouses.

The Beginning of the Spotlight of Commission XIII of the DPR

Previously, the Prison Committee of Commission XIII of the Indonesian House of Representatives highlighted the value of the procurement of padlocks in the environment of the Directorate General of Immigration and Penitentiary Ministry (Kemenimipas) which touched the figure of Rp. 92.5 billion in a two-year period.

Member of Commission XIII of the Indonesian House of Representatives, Prince Khairul Saleh, had assessed that the price of a padlock that was close to Rp. 1 million per unit was not reasonable and asked for a thorough audit.

"In connection with the news regarding the procurement of padlocks in the environment of the Directorate General of Corrections, we, the Commission XIII of the DPR RI, reaffirm our commitment to transparent and accountable oversight," Prince said in his official statement, Friday (3/7/2026).

Closing his statement, the Directorate General of Customs again ensured that all the processes of handing over goods were carried out with a thorough examination - starting from the number, locking function, to the completeness of the key - before the payment process was completed to ensure the efficiency of state funds.
