"Based on the sufficiency of the initial evidence in the alleged corruption case related to project bribes in the Langkat Regency Government, the KPK then raised this case to the investigation stage," said Acting (Plt) Director of KPK Investigation Achmad Taufik Husein to reporters at the KPK Red and White Building, Kuningan Persada, South Jakarta, Friday night, July 3.

This process was coordinated by Ilhamsyah Bangun as the Head of the Langkat Disperkim and the commitment maker (PPK).
The project obtained by Yaqub as the team of Syah Afandin was in the form of 80 work packages in the Disdik environment worth Rp9.5 billion and 5 work packages worth Rp748 million.
From this direct appointment, continued Taufik, Syah Afandin asked for a fee. "10 percent of the project in Disdik and 17 percent of the project in Disperkim," said Taufik.
From that percentage, it was agreed that Rp990 million would be allocated for the Disdik project and Rp126.8 million for the Disperkim project. Even so, the money given to Syah Afandin only reached Rp800 million until April 5.
The details, Rp500 million was transferred through the driver Syah Afandin named Zulkifli in 2025; Rp150 million through an intermediary; and Rp150 million is still through the same driver.
"At the end of June 2026, SAF again asked YQB for Rp300 million as part of the commitment fee. However, on July 1, 2026, YQB conveyed that it was only able to meet the request for Rp100 million," he said.
It was during this transaction that the KPK carried out a silent operation. As a result of his actions, Syah Afandin as the recipient of the bribe was suspected of violating Article 12 letter a or letter b and/or Article 12 B of Law Number 31 of 1999 jo.
