JAKARTA - Krisnadwipayana University legal expert, Dr. Hartanto, assessed the results of the Kompas Research and Development survey which showed that 80.6 percent of the public assessed the performance of the National Police as getting better is an empirical evidence that the reform of the police institution is running under the leadership of the National Police Chief General Listyo Sigit Prabowo.

According to Hartanto, the increase in public confidence is not accidental, but is the result of a series of improvements that have been carried out systematically in the police environment.

Hartanto explained that the reform of the National Police took place in three main aspects, namely improving institutional performance, strengthening human resources (HR) quality, and changing organizational culture.

According to him, in terms of performance, the National Police is considered to be more responsive, transparent, and professional in providing services and law enforcement. Meanwhile, in the HR field, personnel competence improvement is carried out through training, integrity-based evaluation systems, and strengthening professional ethics.

The transformation of the organizational culture is directed at building a more open, clean, and service-oriented institution.

Hartanto assessed that all these changes were based on the concept of Precision or Predictive, Accountability, Fair Transparency which was introduced by the National Police Chief General Listyo Sigit Prabowo as the direction of institutional reform.

According to him, the concept of Precision is not only a slogan, but has been translated into various policies and organizational governance.

In the predictive aspect, the National Police is encouraged to be able to anticipate potential security disturbances through the proactive use of data and analysis.

Meanwhile, the principle of accountability is realized through strengthening the accountability of each personnel in carrying out their duties, while equitable transparency is realized through public service openness and fair enforcement of laws.

Hartanto emphasized that the increasing level of public confidence is an indicator that the reforms being carried out are beginning to gain legitimacy from the public.

"The results of the survey are not just statistical figures, but show that the reform based on the Precision concept has had an impact that is felt directly by the community," he said.

The Kompas Research and Development Survey previously noted that as many as 80.6 percent of respondents assessed the performance of the National Police as getting better. Public confidence in the police institution also increased to 82.4 percent, placing the National Police as one of the state institutions with the highest public confidence level.

The survey was conducted from April 9-18, 2026, with 1,200 respondents in 38 provinces through face-to-face interviews, with a margin of error of 2.83 percent at a 95 percent confidence level.
