BOGOR - The Bogor City DPRD urges the Bogor City Government (Pemkot) to immediately revoke or revise the Regional Secretary (Sekda) Circular (SE) regarding restrictions on recipients of social assistance (bansos) sourced from the APBD. The rule is considered potentially harmful to the poor because it limits access to assistance that they should receive.

The insistence emerged in a joint working meeting between the Bogor City DPRD and the Bogor City Government which was held at the Bogor City DPRD Building, Wednesday, June 24. The meeting involved Commission I, Commission IV, the leadership of the DPRD, the Bogor City Secretary, the Social Service, and a number of related regional devices.

Deputy Chairman II of the Bogor City DPRD, Zenal Abidin, emphasized that the results of the meeting asked the City Government to immediately take corrective steps against the circular letter.

"Whatever term the Secretary General uses later, it is clear that based on the results of the meeting of Commission I, Commission IV, and the coordinator's leadership, we ask for the revocation or revision of the regulation. We take this step for the benefit of the community," said Zenal.

According to him, the status of the rules which are only in the form of a circular letter allows it to be immediately revoked or corrected without a long process. The DPRD also asked for improvements to the Social Welfare Integrated Data (DTKS/DTSN) so that the distribution of assistance is more accurate and targeted.

In addition, the DPRD highlighted the use of desil ranking data as the basis for determining the recipients of assistance. Legislators assessed that the data still left many problems so that it had the potential to cause poor residents not to get their rights.

Deputy Chairman of Commission I of the Bogor City DPRD, Said Muhammad Mohan, said that the data on the desil used today does not fully reflect the real condition of the community.

"Today, the data for the desil is not clean. There are still many poor people who enter the high desil. On the other hand, the people who are able are actually in the low desil," said Mohan.

Responding to the DPRD's criticism, the Head of the Bogor City Social Service, Atep, explained that the circular letter was initially issued specifically to regulate the reactivation program for the recipient of the APBD Fee Assistance (PBI-APBD) for residents who were affected by the deactivation of BPJS PBI-JK membership by the Ministry of Social Affairs.

However, in practice, the editorial of the circular letter has given rise to multiple interpretations so that it is considered applicable to all social assistance programs in the Bogor City Government environment.

"The SE was actually issued specifically to regulate the PBI-APBD reactivation program. However, there was a redaction error that triggered multiple interpretations among other OPDs," said Atep.

As a result, a number of regional device organizations had to postpone the distribution of social assistance because they were afraid of violating the applicable rules.

The Bogor City Government is now ensuring that it will immediately revise the circular. The revision will confirm that the rules only apply to the PBI-APBD program in the health sector, removing the article that raises doubts in the disbursement of assistance, and becoming the basis for all OPDs to continue the poverty alleviation program without obstacles.

In addition to revising the circular letter, the Bogor City Government is also preparing the Mayor's Regulation (Perwali) as a long-term legal umbrella to ensure that the distribution of social assistance is targeted, accountable, and fair.
