JAKARTA - The Presidential Chief of Staff (KSP) General TNI (Ret.) Dudung Abdurachman revealed the alleged practice of buying and selling points in the Free Nutritious Meal (MBG) program. One of the issues highlighted was the use of a decree (SK) to determine the kitchen point or Nutrition Fulfillment Service Unit (SPPG) as a guarantee to obtain a loan from the bank.

Dudung explained that the problem started with the establishment of thousands of SPPG points by former officials of the National Nutrition Agency (BGN), including for areas categorized as lagging, leading, and outermost (3T) areas.

According to Dudung, according to Presidential Regulation Number 12 of 2025, there are only 30 regencies that fall into the 3T category. However, in its implementation, additional determinations with other criteria, such as villages that are more than 30 minutes away from the nearest SPPG, emerged.

As a result of this policy, as many as 8,617 points were determined through the previous head of the agency. Of that number, about 6,138 points have received documents which then became a handle for a number of parties to seek funding from banks.

"The SK is what was eventually used as a guarantee to borrow from the bank," Dudung told reporters at the Presidential Palace Complex, Jakarta, Thursday (10/6).

Dudung said this issue is now part of the BGN evaluation. The government will rearrange MBG points to suit the needs, rules, and capacity of the state budget.

Regarding the parties who have used the loan funds to build kitchen facilities, Dudung stated that there was no certainty whether all the costs would be reimbursed because the final decision depended on the results of the restructuring by BGN.
