Before The Target Of 20 Million DKI Masks Distribution Is Achieved, Sanctions For PSBB Have Not Yet Been Applied

JAKARTA - DKI Jakarta Governor Anies Baswedan issued DKI Governor Regulation Number 41 of 2020. One of the regulations stipulated in this Pergub is the sanction for residents who are found outside the home but not wearing a mask.

Although the legal basis had been passed, Anies decided to postpone the imposition of sanctions on residents who did not wear masks during the PSBB pandemic. Because, currently the DKI Jakarta Provincial Government is still trying to distribute 20 million masks to residents. If the masks have been distributed entirely, the DKI Provincial Government can enforce these sanctions.

"The imposition of fines after the distribution of cloth masks from the DKI Jakarta Provincial Government is complete. Before the distribution of masks is complete, the sanctions are in the form of a warning. Once completed, then (sanctions) will be fine," said Anies in a written statement received by VOI, Tuesday, May 12.

Anies said that currently most of the masks have been distributed to every urban village in Jakarta. At the latest, by early next week all masks have been distributed and sanctions for violators can be enforced.

"So, if there are residents who don't have a mask, they can come to the urban village to ask for (masks), then they will be given them."

Likewise, Head of Satpol PP DKI, Arifin, said that his staff had only taken action against residents or vehicle drivers who were not wearing masks outside the house.

The sanctions were only imposed after the distribution of 20 million masks was completed. Arifin suggested that residents who do not have masks or cannot afford masks, they can ask for them at the local urban village.

"So, later there will be no more excuses for people not to have masks because they don't have money. It means that later those who don't wear masks will only be lazy people, they still don't use them," said Arifin.

Previously, the Governor of DKI Jakarta Anies Baswedan issued Pergub 41/2020 with the aim of providing legal certainty for the imposition of sanctions in the implementation of the PSBB, as well as optimizing the implementation of the PSBB in suppressing the spread of COVID-19.

In addition, Pergub 41/2020, this regulation also aims to increase public compliance with physical distancing, social distancing, and the implementation of protocols to prevent the spread of COVID-19.

In Article 4, Anies will impose sanctions on citizens who do not wear masks outside the house in public places. There are three types of sanctions, namely administrative written warnings, social work in the form of cleaning public facilities by wearing a vest, or administrative fines ranging from Rp. 100,000 to Rp. 250 thousand.

The Jakarta Civil Service Police Unit will give sanctions in the field and can be accompanied by the police.
