JAKARTA - The Special Committee (Pansus) for Parking Management of the DKI Jakarta DPRD has begun to highlight the potential for leakage of regional revenues from the off-street parking sector. One of the things that is encouraged is the implementation of a non-cash payment system and the digitization of parking transaction records in all buildings and business areas in Jakarta.
Chairman of the DKI Jakarta DPRD Parking Management Committee, Jupiter, said that the manual parking system was irrelevant if the government wanted to maximize the local original income (PAD).
"Digitalization must be carried out. All operators must use a cashless payment system," said Jupiter, Friday, May 8.
According to him, off-street parking has so far stored a large potential revenue because almost all office buildings, shopping centers, and commercial areas in Jakarta have parking lots managed by private operators.
However, the recording which is not yet fully digital is considered to open a loophole for leakage of parking tax deposits to the regional treasury. Therefore, the Subcommittee requested that supervision no longer depend on the manual reports of operators.
"We want the PAD from off-street parking to no longer leak," said Jupiter.
In addition to encouraging non-cash transactions, the Committee also highlighted the slow implementation of the Electronic Transaction Parking Tax (E-TRAPT) by the DKI Jakarta Regional Revenue Agency (Bapenda).
The system was actually recommended by the DPRD since November 2025. Through E-TRAPT, all vehicles entering and exiting the parking area can be recorded automatically and monitored in real time.
The committee considers the integration of parking data to be the key to ensuring that the operator's tax obligations are calculated according to the actual transactions that occur in the field.
"We have recommended that E-TRAPT be installed immediately so that all vehicles entering and leaving can be recorded in real time," said Jupiter.
This push for parking digitization is also part of the DPRD's efforts to improve the management of Jakarta's parking management, which has been highlighted for years due to the lack of supervision and the vulnerability of regional revenue leakage.
