JAKARTA - The Corruption Eradication Commission (KPK) has issued a general investigation order (sprindik) to investigate alleged corruption in North Sumatra Province.
KPK spokesman Budi Prasetyo said the issuance was an expansion of the alleged bribery of a road construction project at the North Sumatra Provincial Public Works and Spatial Planning Agency (PUPR) and the National Road Development Unit (PJN) Region 1 of North Sumatra. But, there is no name of the suspect in the policy.
"This is a development, it is still a general sprindik so there is no party that has been designated as a suspect," Budi told reporters at the KPK's Red and White building, Kuningan Persada, South Jakarta, Tuesday, May 5.
Budi said this development was a continuation of the hand-in-hand operation (OTT) which ensnared the former subordinates of North Sumatra Governor Bobby Nasution, namely Topan Obaja Putra Ginting or Topan Ginting as the Head of the PUPR.
"The KPK is developing the investigation of cases that originate from the hand-in-hand event, namely those related to infrastructure projects in PUPR, the PUPR area of North Sumatra Province," he said.
Budi had previously stated that the opportunity to develop cases in North Sumatra was open as long as there were facts and evidence that investigators had. According to him, this kind of development is usually done by the KPK.
"This activity was caught on the spot and was also a way to see whether similar corruption modes also occurred in other sectors or regions," Budi said in a written statement, Thursday, December 4.
As previously reported, the KPK held a hand-in-hand operation (OTT) in the North Sumatra region on Thursday, June 26. It is suspected that money was given in a road construction project in the province.
From this forced effort, the KPK then named Topan Obaja Putra Ginting or Topan Ginting as the Head of the North Sumatra Provincial PUPR as a suspect along with four others. They are Rasuli Effendi Siregar as Head of the Gunung Tua UPTD of the North Sumatra Provincial PUPR Department and the Commitment Maker Officer (PPK); Heliyanto as the PPK of the PJN Region I of North Sumatra Province; M. Akhirun Efendi Siregar as the President Director of PT DNG; and M. Rayhan Dulasmi Pilang as the Director of PT RN.
Topan became the spotlight because he was inaugurated as the Head of PUPR on February 24 by North Sumatra Governor Bobby Nasution. He had previously served as Head of the PU or Water Resources, Road and Construction Department of Medan City and had served as Acting (Plt) Secretary of Medan City when the son-in-law of the 7th President of the Republic of Indonesia was the Mayor of Medan.
The KPK revealed that there were six road construction projects with a budget of Rp. 231.8 billion that were suspected of having bribery. The details are as follows:
1. Preservation of the Pinang City-Gunung Tua-Simpang Pal XI Road 2023 (project value Rp56.5 billion); 2. Preservation of the Pinang City-Gunung Tua-Simpang Pal XI Road 2024 (project value Rp17.5 billion); 3. Rehabilitation of the Pinang City-Gunung Tua-Simpang Pal XI Road and landslide handling 2025; 4. Preservation of the Pinang City-Gunung Tua-Simpang Pal XI Road 2025; 5. Construction of the Sipiongoit Road to Labusel border (project value Rp96 billion); and 6. Construction of the Hutaimbaru-Sipiongot Road (project value Rp61.8 billion).
