TANJUNG SELOR - North Kalimantan (Kaltara) Deputy Governor (Wagub), Ingkong Ala, asked all regional apparatus organizations (OPD) to strengthen the governance of procurement of goods and services (Barjas) so that it is more orderly, transparent and in accordance with regulations.

This was conveyed when opening the technical guidance for the procurement of goods and services which was attended by 60 participants from OPD, bureaus, UPT, budget users (PA), budget user authority (KPA), to commitment makers (PPK) in the Provincial Government (Pemprov) Kaltara, Wednesday (29/4/2026).

Ingkong emphasized that the procurement of barjas was not merely an administrative matter, but a strategic stage that determines the success of regional development.

"This procurement is not just an administrative process. This is an important part that determines the course of the development program," said Ingkong.

He also reminded officials involved to thoroughly understand the regulations and procurement mechanisms to avoid administrative errors and potential irregularities.

"If you don't understand the rules, of course there is a chance of unwanted problems," he said.

According to Ingkong, this technical guidance is important, especially for officials who have just been assigned as KPA and PPK to understand the duties, responsibilities, and risks in budget management.

"Maybe someone has just been assigned to be a KPA or PPK. This is a momentum to learn so as not to make mistakes in carrying out their duties," he said.

Ingkong also highlighted the problems that still often arise in the implementation of activities, especially changes in locations and work items without proper coordination. In addition, any changes must be discussed with all related parties, from the PPTK, PA, consultants, supervisors to the planning team so that they remain in accordance with the planning documents and do not cause problems later.

"If there are changes in activities or locations, they must be discussed again with the team. Everything must be synchronized so that implementation remains in accordance with the plan," said Ingkong.

Ingkong assessed that the development challenges in Kaltara were quite complex because of the geographical conditions of the vast area and there were still many areas with limited access.

"Development must continue to be encouraged, but it must be targeted. Don't let the big budget that is poured out actually not feel the benefits of the community," he explained.

He said that the strategic position of this 34th province as a border region opens up great opportunities in the energy sector, natural resource-based industries, to strengthening the economy of the border area. However, all these opportunities are considered dependent on the quality of planning and procurement processes.

"Every package of work must be clear about its benefits. Roads, bridges, electricity, clean water, schools, to health facilities are what the community needs," he said.

Ingkong also reminded the importance of the role of the PA and KPA in ensuring that procurement is transparent, accountable, and free from practices of deviation.

"If procurement is not transparent and accountable, the impact is directly on the community. Development can be hampered and even potentially cause legal problems," he said.

He added that various procurement issues in the region often resulted in project delays, low quality of work, and indications of corruption, collusion, and nepotism (KKN).

"Every rupiah of the budget must be accountable. Don't let there be projects that are only on paper," he said.

Meanwhile, the Head of the Procurement of Goods and Services Bureau of the Provincial Government of Kaltara, Amir Hamsyah, said that the complexity of government procurement is currently increasing along with the development of regulations and increasing public transparency demands.

"This procurement is not a normal technical job. This concerns the management of state funds, so the entire process must be understood from start to finish," said Amir.

"Moreover, there are still many apparatuses that have not fully understood the latest regulations, even though small mistakes in the procurement process can have an impact on administrative and legal issues," he continued.

Therefore, this technical guidance is considered important as a step to strengthen the capacity of the PA, KPA, and PPK in managing the budget optimally while minimizing risks.

"Starting from the planning stage, implementation to the handover of work, all processes must run according to the provisions. The apparatus must also continue to update understanding following changes in regulations," he concluded.
