JAKARTA - Deputy Minister of Home Affairs (Wamendagri) Bima Arya Sugiarto emphasized that budget efficiency and strengthening of synergy between the central and regional governments are the main keys to spur regional economic growth.
Bima emphasized that regional heads should start shifting their focus to local revenue innovation (PAD) and strict supervision of National Strategic Projects (PSN).
He admitted that for some regional heads, monitoring the PSN is not an easy matter and is often considered a fiscal and managerial burden.
However, Bima encouraged that these projects are important instruments to boost the local economy if managed seriously.
"So, we often encourage regional heads with points of efficiency, PAD innovation, then PSN which some regional heads consider it to be heavy, but it feels like if it is accompanied by both of them, it can actually bring up the regional economy," said Bima in the Planning and Development (Musrenbang) Meeting of the Central Java Province for 2026 in Semarang, Tuesday, April 28, 2026.
On that occasion, he also praised the fiscal strength of the Central Java Province whose PAD share had touched 66.07 percent, far exceeding dependence on central transfers.
Bima openly appreciated this independence by saying that the fiscal capacity of Central Java is very stable at the national level.
"If we look at you all, the fiscal capacity in Central Java is steady," he praised in front of the participants in the Musrenbang.
However, Bima still gave a stern warning regarding budget management in the midst of an era of information openness that is increasingly transparent.
He asked every region, especially those with low levels of fiscal autonomy, not to make budget policies that risk triggering public polemics.
He emphasized the importance of common sense in preparing regional spending so that it does not become a negative spotlight.
"We all have to be careful. Don't budget for something that doesn't make sense," said Bima Arya.
Bima encouraged regions to start looking at innovative financing approaches and asset optimization as strategies for economic independence.
He believes that the synergy between bureaucracy and regional leaders is the main fuel to ensure the success of priority programs.
"When bureaucracy and its leaders are in synergy, when the regional head is enthusiastic about making priority programs as a lever for regional economic growth, then Insyaallah Central Java will always be in the lead," he concluded.
