JAKARTA - Human Rights Minister (HAM) Natalius Pigai said 15 civilians were killed in a shootout between the police and the West Papua National Liberation Army (TNPPB) in Kembru Village, Sinak District, Puncak Regency, Central Papua, on Tuesday (14/4).
