JAKARTA - DKI Jakarta Governor Pramono Anung emphasized that he would not tolerate the practice of manipulating follow-up reports from residents in the Jakarta Kini (JAKI) application. This statement followed the discovery of the use of artificial intelligence (AI) based photos in reports on handling illegal parking in Kalisari Village.
Pramono ensured that he would take firm action against anyone involved, without exception in any region. He even emphasized that the heaviest sanctions would be immediately imposed on perpetrators who were proven to have manipulated reports.
"I will convey and warn anyone who will do it again, we will not forgive. So we immediately stopped," said Pramono at the DKI Jakarta City Hall, Thursday, April 9.
The case in Kalisari is not the first. From the results of internal investigation, the perpetrators involved are the same person, so that raises questions about supervision at the regional level.
"This means that the control is not good, whether it is from the Lurah who is responsible, the Head of Government and the Head of Economy and Development, to hand it over completely to the PPSU. We have identified the PPSU, the Lurah, we also immediately removed it including the Head of the Department," said Pramono.
As a follow-up, the DKI Jakarta Provincial Government through the Inspectorate will impose sanctions according to the results of the examination. This step is taken to maintain the integrity of the complaint system which is the face of public services in the capital city.
"We are giving a punishment that will be issued by the Inspectorate because this is the face of Jakarta, this is the trust about Jakarta. We are taking firm action and for that it should not be repeated," said Pramono.
To prevent similar incidents, Pramono also plans to gather all related officers in a joint forum to strengthen supervision and guidance. "Next week I will ask for all PPSU and those related to JAKI we will hold a Town Hall here," he continued.
Meanwhile, the DKI Jakarta Provincial Government is trying to strengthen the public complaint system through the Jakarta Kini (JAKI) application following the findings of alleged manipulation of follow-up reports by officials in the field.
This strengthening is carried out by the DKI Jakarta Communication, Informatics, and Statistics Office with a focus on technology and supervision aspects, as well as responding to community reports that also monitor the complaint system.
Head of the DKI Jakarta Information and Communication Technology Office, Budi Awaluddin, said his party also found indications of the problem and was preparing steps to improve it.
"We have also found the incident (alleged manipulation), and it is our concern to make a solution, in accordance with the directions of the Governor and Deputy Governor. Regarding this, we are strengthening the JAKI system, both in terms of technology and supervision," Budi told reporters.
The system strengthening is carried out with a number of updates, ranging from report validation to fraud detection. This step is taken to ensure that citizen reports are actually followed up according to conditions in the field.
"In the future, there will be improvements such as stricter photo validation, the use of documentation directly from the field (real-time capture), and the development of features to detect potential manipulation/fraud/AI," he said.
In addition to technology improvements, the Provincial Government has also prepared sanctions for parties who are proven to have manipulated reports. This affirmation is carried out to maintain public confidence in the complaint system.
"We also emphasize that any party involved will be sanctioned if it is proven to have manipulated the report. This is important to maintain integrity and trust in the existing complaint system," said Budi.
