An expert in international trade and maritime law, Alex Mills, said that this new registration system offers a short-term solution, but may face obstacles from the insurance industry.

"Iran's proposal to allow ships sailing through Iranian waters, stopping at Iranian ports, and declaring all cargo destinations is very interesting. This is in contrast to the old approach of 'hiding' when entering Iranian waters and poses additional security risks for ships during conflicts," said Mills.

"I remain unconvinced this will make it possible for vessels to operate due to insurance, safety and operational security issues, as well as existing sanctions regimes, but as the conflict continues, this may be a risk worth taking for some companies and vessels," he continued.
