JAKARTA - The Ministry of Communication and Digital (Kemkomdigi) has imposed restrictions on the loginsubdomain auth.wikimedia.org feature since February 25, 2026 because the Wikimedia Foundation has not fulfilled the obligation to register as a private electronic system operator (PSE).
Director General of Digital Space Supervision at the Ministry of Communication and Information Technology, Alexander Sabar, stated that the restrictions did not block all Wikimedia services.
"Access to the main page of wikimedia.org and all information content remains available. The restriction only applies to authentication features, so users cannot login or create new accounts," he said in a press statement quoted by ANTARA, Friday, February 27.
The public can still read and use all the information available on Wikimedia during the restrictions.
However, activities that require a user account such as editing or creating new articles cannot be performed temporarily during the restrictions.
The obligation to register the Private Scope PSE is regulated in the Minister of Communication and Information Regulation Number 5 of 2020.
The regulation requires every domestic and foreign electronic system organizer whose services are available and/or used in the Indonesian legal territory to register.
According to Alexander, the official notification was delivered to Wikimedia since November 2025, accompanied by two extensions until January 20, 2026.
Until the restriction is carried out on February 25, 2026, the obligation to carry out registration has not been carried out by the Wikimedia Foundation.
The Ministry of Communication and Information will normalize access to the feature after Wikimedia expressed its commitment to fulfill its obligations and complete the registration process in accordance with applicable regulations.
"PSE registration is a governance instrument to ensure legal certainty and accountability for digital service providers operating in Indonesia," said Alexander.
The government's provisions regarding the registration of private PSE apply to all electronic system operators without distinguishing the legal form, business model, or non-profit status.
Kemkomdigi will continue to carry out supervision in a professional and proportionate manner to realize legal certainty and protect the community in the national digital ecosystem.
