Could Anies Baswedan Be Summoned By The KPK For Allegations Of Land Corruption In Munjul?

JAKARTA - After detaining former President Director of Regional Public Company Sarana Jaya Development Yoory Corneles, the Corruption Eradication Commission (KPK) has again detained a suspect in alleged corruption in land acquisition in Munjul, Pondok Ranggon, Jakarta, namely Anja Runtuwene who is Deputy Director of PT Adonara Propertindo.

Furthermore, the KPK will summon a number of parties suspected of knowing about this alleged corruption, including the Governor of DKI Jakarta Anies Baswedan if necessary.

Deputy Chairperson of the Corruption Eradication Commission (KPK) Lili Pintauli Siregar said Anja Runtuwene would be detained for the next 20 days. He is one of three suspects named in the alleged corruption in land acquisition in Munjul, Jakarta, which resulted in losses of up to Rp. 152.5 billion.

The detention was carried out after investigators from the anti-corruption commission examined 46 witnesses who were suspected of knowing about the corruption they had committed together with Yoory and another suspect, namely the Director of PT Adonara Propertindo Tomy Ardian. In addition, in this case the KPK has also named PT Adonara Propertindo as a corporate suspect.

"Efforts were made to force the arrest of suspect AR for 20 days," said KPK Deputy Chair Lili Pintauli Siregar at a press conference held at the KPK's Merah Putih building, Kuningan Persada, South Jakarta, Wednesday, June 2.

Anja is being held at the Polda Metro Jaya Detention Center from June 2 to June 21. "Before the detention, a health check and a COVID-19 PCR swab test were carried out," he said.

This is done to prevent the spread of COVID-19 in the prison environment.

This case began when PT Adonara Propertindo collaborated with Perumda Pembangunan Sarana Jaya (PDPSJ) in the land acquisition process. Next, in March 2019, Anja was said to have actively offered Munjul land to PDPSJ first.

At the same time, Anja also held a meeting with the Congregation of the Sisters of Karolus Boromeus in Yogyakarta. During this meeting, an agreement was reached on the purchase of land in Munjul, Pondok Ranggon, Jakarta by Anja Runtuwene and an immediate down payment of Rp5 billion was made.

"The handover of the SHGB (Certificate of Right to Build) and the girik land from the Congregation of the Sisters of Karolus Boromeus is carried out through a Notary appointed by AR," said Lili.

Then, on April 8, 2019, it was agreed that the signing of the Deed of Sale and Purchase Agreement before a notary took place at the PDPSJ office between the buyers, namely Yoory Cornelis and Anja as the seller.

Payments worth 50 percent were also made at that time, or amounting to Rp108.9 billion. Subsequently, the second payment was made in the amount of Rp. 43.5 billion.

However, this process turned out to be carried out without following applicable legal rules such as not conducting a study on the feasibility of land objects and not conducting an appraisal study without being supported by the complete requirements according to the relevant regulations.

In addition, this BUMD company is also strongly suspected of carrying out the process and stages of land acquisition not according to procedures and there are documents that are prepared in a back date, as well as an initial price agreement between Anja and Perumda Sarana Jaya before the negotiation process is carried out.

The possibility of summoning Anies as a witness to the Deputy for Enforcement and Execution of the KPK Setyo Budiyanto in a press conference said that the summons of a number of parties suspected of knowing this case would certainly be carried out. The summons for the Governor of DKI Jakarta, Anies Baswedan, is no exception, who is suspected of providing recommendations for a number of lands in Munjul, Pondok Ranggon, Jakarta.

He also emphasized that his party had begun to summon several high-ranking officials in DKI Jakarta. Several witnesses were summoned, namely the daily executive (Plh) of the DKI Jakarta Secretary, Sri Haryati, and the Head of the DKI Jakarta Financial and Asset Management Agency (BPKD), Edi Sumantri.

"This is an effort to explore, find, and clarify the case," said Setyo.

If from the information there are clues pointing to Anies, the investigators will certainly not hesitate to summon the former Minister of Education and Culture.

"Of course we are still investigating (on the alleged recommendation, ed). We will not summon someone without a basis from a previous examination," he said.

Previously, Deputy Governor of DKI Jakarta Ahmad Riza Patria admitted that he and DKI Jakarta Governor Anies Baswedan did not know anything about technical problems in land acquisition which were suspected of being corrupted by his subordinates.

"We, the Governor, I, and the staff are not in the technical area, right," said Riza at the DKI City Hall, Central Jakarta, Wednesday, March 10.

Riza said at the time that regional heads only made general policies. Meanwhile, regarding the land acquisition for the program without a down payment (DP), he instructed the Public Housing and Settlement Areas Office and Perumda Pembangunan Sarana Jaya to determine the location.

"It's impossible for governors and vice governors to take care of the technical stuff. Big policies just take time, let alone enter the technical area. That's the job of the department and service tribe," Riza explained.
