JAKARTA - Illegal parking practices on the sidewalk are still repeated in a number of points in the capital. The crackdown, which has been carried out many times, is considered to have not touched the root of the problem because it is not accompanied by firm sanctions for violators.
Member of the DKI Jakarta DPRD from the PSI Faction, Kevin Wu assessed that the step which is only limited to dispersing illegal parking will not be effective without a deterrent effect.
"It's useless for the DKI Provincial Government to carry out discipline if the violators do not feel the deterrent effect. When disciplined, the perpetrators will return to open illegal parking stalls and there are always those who come to park their vehicles there," Kevin told reporters, Sunday, February 15.
According to Kevin, the DKI Jakarta Provincial Government needs to go further than just field operations. He demands sanctions such as fines for parties who organize illegal parking.
"Therefore, the DKI Provincial Government must do more than just discipline," he said.
He referred to Regional Regulation Number 8 of 2007 concerning Public Order which regulates the function of sidewalks.
In the regulation, the sidewalk cannot be used outside its provisions without the governor's permission.
"It is clear that it is regulated in the public order regulation, namely in Regulation 8/2007 that the sidewalk must not be used outside its function without the governor's permission," said Kevin.
"If it is violated and one of the forms is illegal parking, then it can be fined up to Rp. 20 million or imprisonment for a maximum of 60 days. Well, this regulation needs to be enforced," he continued.
Kevin assessed that consistency in enforcing the rules was the key. He did not want the crackdown to last only a moment when the officers were at the location.
"Don't park illegally anymore, this is just being disciplined by Satpol PP, then when the officers leave, the violators repeat their actions. There needs to be a firm attitude and step to take action against irresponsible parties who organize illegal parking," he said.
Previously, on Wednesday, February 11, joint officers from Satpol PP, the Transportation Service (Dishub), and the TNI-Polri held a sidewalk enforcement operation in the Pancoran Glodok area, Tamansari, West Jakarta.
The operation was carried out following a report from residents regarding the congestion of the sidewalk due to illegal parking and the activities of street vendors.
Head of the Tamansari Goodman Sidabutar Satpol PP said that the action had been carried out for the past three days.
"Indeed, yesterday there were reports from the community regarding the large number of illegal parking in the Pancoran Glodok area, so we followed up. We have been following up in the Pancoran Glodok area for three days," he explained.
In this operation, as many as 85 motorcycles were subject to the Operation Cabut Pentil (OCP) by Dishub.
