Mulyono Becomes KPK Suspect in Tax Restitution Bribery Case After Being Caught by OTT

JAKARTA - The Corruption Eradication Commission (KPK) officially named three suspects related to alleged bribery of tax restitution at the Banjarmasin Sub-KPP, South Kalimantan today. One of them is Mulyono who is the Head of the Banjarmasin Sub-KPP.

This determination is a follow-up to the hand-catching operation (OTT) held on Wednesday, February 4.

"The KPK has raised this case to the investigation stage by naming three suspects, namely MLY as Head of the Banjarmasin Sub-Tax Office," said Acting Deputy for Enforcement and Execution of the KPK Asep Guntur Rahayu at a press conference at the KPK Red and White Building, Kuningan Persada, South Jakarta, Thursday, February 5.

In addition to Mulyono, the KPK also named two other suspects. They are Dian Jaya Demega as the fiscal who is a member of the Inspection Team from the Banjarmasin Deputy KPP and Venasius Jenarus Gengger who is the Financial Manager of PT Buana Karya Bhakti (BKB).

"The KPK will detain the suspects for the first 20 days from February 5 to 24, 2025. Detention is carried out at the KPK Red and White Building Branch State Detention House (Rutan)," he said.

Asep explained that this case began in 2024 when PT Buana Karya Bhakti submitted a tax restitution for the 2024 tax year with a status of overpayment. The application was then followed up by an inspection by Dian from the Banjarmasin Sub-Directorate of the Central Bureau of Taxes.

"From the examination, it was found that the overpayment was IDR 49.47 billion with a fiscal correction of IDR 1.14 billion so that the tax restitution became IDR 48.3 billion," he said.

This finding, said Asep, was followed up with a meeting between Mulyono and PT BKB, including Venasius or Venzo in November 2025.

"In the follow-up meeting, MLY conveyed to VNZ that the request for the PPN restitution of PT BKB could be granted by referring to the existence of 'appreciation money'," he said.

The palm oil plantation company then agreed to Mulyono's request to provide appreciation money in the amount of IDR 1.5 billion.

After that, Asep explained, the Banjarmasin Deputy KPP issued a Tax Payment Order (SKPLB) and a Decision on the Return of Excess Tax Payments (SKPKPP) with an approved restitution value of IDR 48.3 billion.

"That after the restitution was disbursed on January 22, 2026 into the account of PT BKB, DJD contacted the staff of VNZ to ask for a portion of the 'appreciation money' that was agreed upon. Where the money was disbursed by PT BKB using a fictitious invoice," he explained.

"Then, VNZ immediately met MLY at a restaurant to discuss the distribution of the 'appreciation money' quota," continued Asep, who also served as the Director of Investigation of the KPK.

Meanwhile, Mulyono can get a quota of Rp800 million; Dian gets Rp200 million; and Venasius gets Rp500 million.

However, when the money was given, Dian only got Rp180 million because Venasius cut Rp20 million. This money was then used for Dian.

"Meanwhile, to MLY, VNZ gave Rp800 million in cash wrapped in cardboard in the parking area of a hotel in Banjarmasin. Then, MLY took the money to be deposited with his trusted person at one of his franchise locations," explained Asep.

"From the Rp800 million received, MLY then used it to pay the Rp300 million house deposit and the remaining Rp500 million was still deposited by his trusted person. Meanwhile, the remaining Rp500 million from the 'appreciation money' was deposited by VNZ for himself."

For their actions, Mulyono and Dian as the recipients were suspected of violating Article 12 a and Article 12 b of Law Number 31 of 1999 and Article 606 paragraph (2) of Law Number 1 of 2023.

Meanwhile, Venasius as the giver is suspected of violating Article 605 and Article 606 paragraph (1) of Law Number 1 of 2023.
