Member of Commission IV, Tri Kisowo Jumino, also reminded the importance of collaboration between all parties to ensure inclusive services for BPJS participants and general patients.

"Hospitals must prioritize humanity. Emergency patients must be accepted first. After that, only discuss financing or referral. Don't let the community feel complicated when the condition is critical," he said.

Meanwhile, the Head of the Bogor City Health Office, Erna Nuraena, admitted that the rejection of referrals often occurred due to limited treatment space, facilities, or specialist doctors. However, he ensured that the government was trying to close the gap.

"We have prepared six health centers with 24-hour emergency services as the initial door for treatment. If it is an emergency, we will immediately refer to the hospital that is ready to receive, including with the support of an ambulance," explained Erna.

He added that cross-hospital and cross-regional coordination, including with Bogor Regency, continued to be strengthened so that patients could be handled without being hampered by administrative boundaries.
